However, due to COVID-19 restrictions we can only accommodate a limited number of individuals in those offices. Please contact the licensing office you plan to race at for more information. Recently, our office has been contacted regarding rumors related to the opening of the racetracks and barn areas. At this time, Indiana's stay at home order remains unchanged and a date for additional horsemen to move in has not been determined. While Indiana's Governor may announce modifications to Indiana's current stay at home order on May 1st, we are unsure how (or if) those modifications will impact horse racing. Industry stakeholders (racetracks, horsemen groups and the IHRC) continue to work on recommended procedures that will be implemented when racetrack management has been given permission to open. In the meantime, any statement that includes a set move-in date or set start date for racing that does not originate from an IHRC site should be disregarded as rumor as no such date has been identified. When we have additional information available, it will be posted on our website at www.in.gov/hrc and our social media sites.

Our office has been receiving inquiries concerning the current status of the race meet. Indiana’s stay at home order is still active and remains unchanged. With no changes to this directive, we remain unsure of when additional horses will be allowed to move into the barn area of Hoosier Park or Indiana Grand or when race meets will commence (including Indiana’s Standardbred fair racing program). Even with this uncertainty, we want to assure industry participants that there continue to be ongoing discussions regarding the race meets. We understand that all are eager to start racing and necessary planning steps are being taken so when racing can commence, we are able to do so. For example, Governor Holcomb’s Executive Order 20-15 gives the Indiana Horse Racing Commission the ability to approve a race calendar which deviates from statutory requirements if needed. All Indiana State agencies continue to work in cooperation with the Governor’s Stay At Home Order; however, as restrictions are lifted we look forward to working with racetrack mangers and horsemen’s associations regarding any adjustments necessary to restart racing in Indiana. Please stay healthy and safe as we all continue to navigate these uncharted waters.

In cooperation with Governor Holcomb's 'Indiana Stay-At-Home Order', all racetracks under the jurisdiction of the Indiana Horse Racing Commission remain closed. At this time, we do not know when additional horses will be allowed to move into the barn area of these facilities or when race meets will commence. Discussions regarding future race dates/meets are ongoing and we will provide updated information as it becomes available.

Indiana Licensed and Gaming Operations
Based on changing circumstances and in the interest of public health, Indiana licensed gaming and racing operations (including OTB’s) will close for at least 14 days beginning at 6:00 a.m. on Monday, March 16, 2020. The Indiana Gaming and Horse Racing Commissions will continue to monitor the situation and will provide updates as appropriate.
At this time the racetrack closure does include the suspension of all qualifiers within that 14 day period.
Harrah’s Hoosier Park Statement to Horsemen
Attention Standardbred Horsemen:
The health and welfare of our horsemen and our employees is of paramount importance to us at Harrah’s Hoosier Park. As such, after consultation with the Indiana Standardbred Association and the Indiana Horse Racing Commission effective at 6 am Monday, in conjunction with the closing of our racing and gaming operations, no further horses will be allowed to ship into our barn area for the next 14 days. In addition, please note that there will be no Qualifying races conducted during this time period. Horses already stabled on the grounds will be able to continue to train as usual. We will reevaluate the situation once we get past the next two weeks and will apprise everyone of our plans moving forward. As we are sure you are aware this is a very fluid situation and changes may arise at any time. We thank everyone for their understanding and would ask that any questions be directed to our Director of Racing, Scott Peine.
Indiana Grand Racing & Casino Statement to Horsemen
Attention Horsemen:
The health of our employees and horsemen is most important to us at Indiana Grand. Therefore, effective immediately, and after consultation with IHRC and all horsemen's groups, no additional horses will be allowed to ship into our grounds until March 30th.
At that time the situation will be re-evaluated and an appropriate plan will be made going forward. If you have any questions please contact our Director of Racing, Kevin Greely.
