Abshire, Courtney

Deputy Attorney General

Administrative & Regulatory Enforcement Litigation

 

Courtney Abshire is a Deputy Attorney General in the Administrative and Regulatory Enforcement Litigation Section of the Litigation Division. Prior to holding this position, she participated in the Intensive Deputy Attorney General development program. She holds a bachelor’s degree in political science from IUPUI and a master’s degree in public affairs from the O’Neill School of Public and Environmental Affairs.

 

She graduated cum laude from the IU Robert H. McKinney School of Law in May 2019. During her time in law school, she interned with the Indiana Gaming Commission and the Office of the Public Access Counselor. She also worked as a law clerk for Parr Richey Frandsen Patterson Kruse LLP.

 

Courtney is admitted to practice law in Indiana, and in the United States District Courts in the Northern and Southern Districts of Indiana.

Adair, Heidi

Heidi Adair joined the Office of Attorney General in October 2019 as a Deputy Attorney General within the Professional Licensing Enforcement & Homeowner Protection Unit. Prior to joining the Office, she worked as a Staff Attorney at the Indiana Office of Inspector General.

 

Heidi grew up in Brownsburg, Indiana. She received a B.S. in Political Science and a B.S. in Criminal Justice from the University of the Cumberlands in 2014 and a Juris Doctor from the Indiana University Robert H. McKinney School of Law in 2017. During law school, she served as Co-President of McKinney’s Criminal Law Association and interned for the Hendricks County Prosecutor’s Office.

 

She resides near Indianapolis with her husband Joshua and their dog Rusty.

Adams, Drew

Supervising Deputy Attorney General

Medicaid Fraud Control Unit

 

Drew Adams is the current Supervisory Deputy Attorney General for the Medicaid Fraud Control Unit in the Northern District of Indiana, investigating Medicare and Medicaid fraud, healthcare fraud, theft and related crimes. He has been with the Office of the Indiana Attorney General since 2004. Prior to joining the Office of the Indiana Attorney General Drew was the Director of a Special Investigations Unit investigating and prosecuting insurance fraud. From 2005 through 2007, Drew served as an investigator with the Attorney General’s Voter Fraud Task Force, a joint effort with the Lake County Prosecutor’s Office, the Indiana Attorney General and the Indiana State Police investigating voter fraud in East Chicago and Lake County, Indiana. The Joint Task Force activities resulted in the successful prosecution of 45 individuals. Drew was also involved in investigating over-prescribers of controlled substances in support of the Attorney General’s Prescription Drug Abuse Prevention Task Force. 

 

Drew graduated from Valporaiso University School of Law in 1987.  Drew also was the recipient of the Law Enforcement Recognition Award from the Assistant US Attorney in Hammond in 2008.  

Alyea, Michelle

Michelle Alyea is a Deputy Attorney General in the Consumer Protection Division of the Indiana Attorney General. She is a graduate of Valparaiso University and Valparaiso University School of Law. She is admitted to practice law in Indiana and Illinois. She joined the Consumer Protection Division after clerking for a federal judge in the Northern District of Indiana, working at the Merrillville office of Indiana Legal Services, and spending time in private practice at a consumer protection law firm in Chicago.

Anderson, Christopher

Administrative & Regulatory Enforcement Litigation

 

Christopher Anderson is a Deputy Attorney General in the Administrative and Regulatory Enforcement Section of the Litigation Division.  In this role he is responsible for providing legal representation for the State of Indiana and its agencies in the enforcement and defense of administrative regulations and regulatory action.

 

Christopher joined the Office of the Indiana Attorney General as a Deputy in October 2018. Prior to joining the Attorney General’s Office, Christopher served as the Assistant General Counsel for the Office of Governor Mike Pence, and then as the Associate General Counsel for the Indiana Criminal Justice Institute.  Christopher obtained his juris doctor from the Indiana University McKinney School of Law in May 2014.  He obtained his bachelor’s degree in World Politics and Economics from Taylor University in May 2009.

 

During law school, Christopher worked as a law clerk for the Attorney General’s Office in both the Medicaid Fraud Control Unit and the Licensing Enforcement/Homeowner Protection Unit.  He was also a legal intern in the Marion County Prosecutor’s Office, the Office of Governor Mike Pence, and a small general-practice law firm in New Palestine, Indiana.  Christopher was an Articles Editor for the Indiana Health Law Review, and he received the Pro Bono Program Gold Level Volunteer award for giving over 200 hours toward pro bono activities.

 

Christopher is admitted to practice law in Indiana, and in the United States District Courts in the Northern and Southern Districts of Indiana.

Anthony, William

William (“Bill”) Anthony joined the Office of Indiana Attorney General in April, 2019, as a Deputy Attorney General within the Advisory Division.  Prior to joining the office, Mr. Anthony held various management and advisory roles at the municipal level concentrating on code enforcement, permitting/licensing, and public works.  Mr. Anthony graduated from the University of Southern Indiana and earned his Juris Doctorate from Indiana University – Robert H. McKinney School of Law.  He is licensed to practice law in the State of Indiana.     

 

Atwood, J. Derek

Deputy Attorney General

Government Litigation

 

J. Derek Atwood is a Deputy Attorney General in the Government Litigation Section. Derek earned degrees in Political Science and Sociology from the University of Saint Francis and as a player on the football team was the University’s first Academic All-American. He earned his J.D. from the Indiana University Robert H. McKinney School of Law.

 

Prior to joining the Indiana Attorney General’s Office in February of 2020, he worked as a sole practitioner in the offices of Brown, DePrez & Johnson P.A. in many areas of the law including criminal defense, family, and estate planning.

 

As a member of the Government Litigation Section, Derek represents the State of Indiana, its agencies, and employees in an array of litigation matters. These matters may be heard in any of the Indiana state courts or in either of its federal districts.

 

In his personal life, he enjoys playing and watching sports and spending time with his family. He lives on the south-side of Indianapolis with his wife, Jenna, his son, Cooper, and his dog, Ellie.

Babbs, Eric

Deputy Attorney General

Medicaid Fraud Control Unit

 

Eric P. Babbs is a graduate of West Lafayette High School, Yale University, and the University of Notre Dame Law School.  After law school, he completed a two-year judicial clerkship for the Honorable Margret G. Robb of the Court of Appeals of Indiana.  In 2011, Mr. Babbs joined the Office of the Attorney General in the Appeals Division.  Between 2011 and 2017, in addition to authoring numerous appellate briefs on issues of criminal law and procedure, he orally argued 24 cases before the state and federal appellate courts.

 

In 2017, Mr. Babbs joined the Medicaid Fraud Control Unit and was assigned to civil investigations of fraud and abuse in the Indiana Medicaid program.  Starting in 2018, Mr. Babbs was assigned to the United States Attorney’s Office (Southern District of Indiana) as a Special Assistant United States Attorney.  In that role, he has pursued investigations and resulting litigation of matters involving coordinated federal and state enforcement, including drug diversion and civil asset forfeiture.

 

Mr. Babbs enjoys running as a hobby, and lives in Carmel, Indiana with his family.

Banks, Tyler

Criminal Appeals

 

Tyler Banks joined Criminal Appeals in March 2015. Since starting, he has not only written briefs in criminal appeals, but also served as co-counsel in three post-conviction cases in which the defendant had received a death sentence. He also works on challenges to state-court convictions in federal habeas corpus cases. He has argued before both the Indiana Court of Appeals and the Indiana Supreme Court numerous times. Before working for OAG, he graduated from Purdue University with a B.S. in economics and earned his J.D. from Emory University School of Law. While at Emory, Tyler was an Executive Managing Editor of Emory International Law Review and published a comment in that journal on corporate liability and international law.

Barnhart, Scott

Scott Barnhart began his legal career with the Attorney General's Office in 2003.  He initially started out as a Law Clerk and later served as a Deputy Attorney General in the Appellate Division.  He has authored and appeared as counsel in well over four hundred appellate matters, which includes approximately fifty published decisions.  In 2008, Mr. Barnhart was selected by the Office to participate in an exchange program where he cross-trained as a Deputy Prosecuting Attorney in the Marion County Prosecutor's Office.  He returned to the Attorney General's Office in 2009 and began practicing in the Civil Litigation Division where he represented and defended State agencies and employees in civil rights lawsuits and other civil matters.  Mr. Barnhart left the office in 2012 for private practice and started a law firm, which grew from three lawyers to six over the course of seven years.  As a private practitioner, Mr. Barnhart primarily focused on civil rights litigation in federal court, constitutional law, administrative law, and criminal defense.  He returned to the Office in 2019 as Special Counsel of Complex Litigation with a focus on opioid-related civil litigation and civil rights defense work.                                                       

 

Mr. Barnhart currently serves as Chief Counsel and Director of the Consumer Protection Division.  In this role, he oversees various aspects of consumer protection enforcement and professional licensing.  The professional licensing areas that he directs are responsible for investigating and prosecuting complaints against both medical and non-medical licensed professionals throughout Indiana. 

Barrow, Frances

Frances Barrow is a Supervising Deputy Attorney General in the Civil Appeals Section, but joined the OAG in 1994 as a deputy in what was then known as Administrative and Regulatory Litigation.  She has been a deputy in the Civil Appeals Section since 2002.  Before joining the OAG, Ms. Barrow was a deputy prosecuting attorney in the Floyd County Prosecutor’s Office in New Albany, Indiana.  She received a Bachelor of Arts from Lake Forest College, Lake Forest, Illinois, in 1977, a Master of Arts in Religion from Yale Divinity School in 1985, and her law degree from Wake Forest University School of Law in 1989.  Ms. Barrow has been a presenter at CLE seminars on topics including defending class action lawsuits, injunction practice, child support appeals, and administrative law, and has lectured at the McKinney School of Law on child support issues.  She is a volunteer with the Judges and Lawyers Assistance Program, and with Big Brothers Big Sisters of Central Indiana.  Ms. Barrow is licensed to practice law in Indiana and Louisiana.

Blinn, Michael

Michael Blinn is a Deputy Attorney General in the Government Litigation Section, where he represents state agencies and officers in civil litigation including civil-rights claims, employment disputes, and tort matters. Immediately prior to joining the Attorney General’s Office in October 2019, Mike was in-house counsel at a global manufacturing company with operations in Lafayette, Indiana. There, he was responsible for all aspects of legal support to business units in India and the Americas, and supported the sale of his division to a Tier One automotive supplier. Prior to that role, Mike was an associate at two Indianapolis litigation boutiques, where he represented clients in complex business litigation and professional-liability defense. Mike is licensed in the State of Indiana.

 

Mike studied Economics at the University of Dayton and graduated cum laude from the Indiana University Maurer School of Law, where he was an Articles Editor on the Indiana Law Journal. He resides in Plainfield and enjoys reading, photography, cycling, autocross and track driving, and spending time with his two sons.

 

Bogatz, Daniel

Daniel Bogatz is a Deputy Attorney General in the Asset Recovery & Bankruptcy Litigation Section. Daniel graduated from the University of California at Los Angeles with a degree in Political Science. He earned his J.D. from Boston College Law School, after which he completed a two-year clerkship with the Honorable Colleen A. Brown, Chief Judge for the United States Bankruptcy Court for the District of Vermont. Prior to joining the Indiana Attorney General’s Office in May of 2020, Daniel held a position with a law firm specializing in subrogation and creditors’ rights. He is admitted to practice in Indiana and Massachusetts.

Bohm, Clinton

Director of Finance

Economic and Financial Operations

 

Clinton Bohm was born and raised in Cass County Indiana, where his parents Bill Bohm and Deb Wickersham still reside.  His only brother, Josh, resides in the Denver, Colorado.  Originally from Lucerne, Indiana; Clinton now calls the booming town of Whitestown home. He and his wife Anne (Easterday) have four children Ryan, Thomas, James, and Mathias.  

 

Clinton is a 2004 graduate of Pioneer High School in Royal Center, Indiana; a 2008 graduate from the Purdue College of Liberal Arts with a degree in Political Science; and a 2018 graduate from Purdue’s Krannertt School of Management with a Master’s in Business Administration. Clinton is proud of the work that went into obtaining his MBA, as he went through the program while maintaining a full -time leadership position in state government finance, being active in his community, and raising his family as it grew from two children at the beginning of the program to four immediately following graduation.

 

Clinton has served Hoosier’s in a number of roles over his career.  He started working as a Legislative Assistant for the Indiana House of Representatives, where he assisted legislators and their constituents in areas from Elkhart to New Albany and Jasper to Logansport. He gained a broad understanding of Hoosiers from across the state on the issues in their communities and how the decisions in Indianapolis impact their lives.  

 

After several years in the House of Representatives, Clinton transitioned to the Indiana State Budget Agency during the Daniels Administration.  There, he worked on a number of agency budgets including the Indiana Office of Technology, the Department of Child Services, the Indiana Veteran’s Administration, among other agencies and offices. He rose to the level of Senior Budget Analyst by the end of his tenure with the agency.

 

In December of 2014, Clinton was hired by the CFO of the Department of Child Services to work on special projects including increased federal claiming, review of federal reporting internal and external, and other process improvement.  During his time at DCS, his responsibilities grew to include budget development, budget implementation, payment processing, travel, payroll, and many internal functions of the agencies.  He was eventually promoted to the Deputy CFO for Operations, where he worked with several parts of the operational process. He served in this role until he was hired by this office as the Director of Finance in June of 2018.

 

Bond, Jared M.

Legislative Director

 

Jared Bond serves as the legislative director for Attorney General Todd Rokita.  Having served in government and the political arena for almost two decades, Jared has built a strong rapport among legislators and stakeholders throughout Indiana and Washington, D.C.

Originally from Bedford, Indiana, Jared graduated from Purdue University in West Lafayette with a degree in political science and history.  While at Purdue, Jared was a member of the Pi Sigma Alpha Political Science Honor Society and served as the chair of the Purdue College Republicans.

Prior to beginning this role with Attorney General Rokita, Jared served as the communications manager and public information officer for Auditor of State Tera Klutz.

Jared and his wife live in Indianapolis with their Golden Retriever, Trooper.

Brown, Hilary

Hilary Brown has been a Deputy Attorney General since November 2019. Ms. Brown completed her undergraduate degree from Ball State University and received her Juris Doctor from the Columbus School of Law at the Catholic University of America.

Brizzi, Catherine

Catherine Brizzi is a Deputy Attorney General in the Criminal Appeals Section. Catherine joined the Office of the Attorney General in 2019 as a member of the second class of the Intensive Deputy Attorney General Program. She completed her bachelor’s degree in Psychology at Indiana University Bloomington and graduated cum laude from the University of Cincinnati College Of Law. She is licensed to practice law in the State of Indiana.

 

Burgess, Kara

Kara Burgess joined the Office of the Indiana Attorney General in December 2019 as a Deputy Attorney General assigned to Tobacco Enforcement and Litigation matters within the Consumer Litigation Division. She graduated from Purdue University with a B.A. in Anthropology in 2008 and completed her Juris Doctor at Arizona Summit Law School in 2015, where she graduated cum laude. She is admitted to practice in Indiana and Arizona. Before joining the OAG, she was a prosecutor in Maricopa County, Arizona, and Rush County, Indiana. She also worked at private firms practicing family law and conducting document review for large cases.

 

Byrley, Taylor

Real Estate Litigation

 

Taylor C. Byrley is a Deputy Attorney General in the Real Estate Litigation Section. Taylor joined the Office of the Indiana Attorney General in 2016 as a law clerk in the Consumer Litigation Section. He continued as a clerk in this section until graduating law school and passing the bar exam. Following completion of the bar exam, Taylor joined the first class of I-DAGs. As an I-DAG, Taylor worked on assignments from all the divisions of the office. After the successful completion of the program, he joined the Real Estate Litigation Section.

 

Taylor is originally from Southern Indiana. In his hometown of Evansville he operated a lawn care and landscaping business throughout high school and college. He graduated from Indiana University with degrees in English and History. Taylor completed his law degree here in Indianapolis at the Indiana University Robert H. McKinney School of Law.

 

During his time at McKinney, Taylor obtained a Corporate and Commercial Graduate Certificate and joined the Indiana International and Comparative Law Review Vol. 27. Taylor was selected for publication for his note on international immigration policies and a proposal for reform of current U.S. policies. The publication won the Best Student Note Award for Vol. 27 of the law review. Taylor then joined the executive board of the Indiana International and Comparative Law Review Vol. 28, as the Executive Note Development Editor. He assisted note candidates with the preparation of their publication submissions, and was selected by his peers to receive a Distinguished Service Award for his efforts.

Carcare II, Lawrence

Medicaid Fraud Control Unit

 

Lawrence J. Carcare II joined the Office of the Indiana Attorney General in January 2002. A 1975 graduate of Culver Military Academy, Carcare obtained a Bachelor of Business Administration degree from the University of Notre Dame in 1979, and was certified as a CPA in 1981. In 1995, Carcare graduated from Indiana University McKinney School of Law.

 

A Deputy Attorney General in the Medicaid Fraud Control Unit (“MFCU”) since August of 2009, Carcare prosecutes civil violations of state and federal False Claims Acts, Anti-Kickback Statutes, the Stark Law, FDA regulations, and State regulations primarily in federal courts. These highly complex cases often involve multiple plaintiffs and defendants. Many of the cases involve as many as 31 states, including Indiana. Carcare has been part of multi-state litigation teams that have secured nearly $1 billion in settlements. In cases where the US and Indiana are the only government entities named, he has obtained almost $25 million in settlements.

 

Prior to moving to the MFCU, from July 2005 to August 2009, Carcare served as Enforcement Counsel – Tobacco and Antitrust, and his duties included monitoring compliance with the payment provisions in the $206 billion Master Settlement Agreement (MSA) with the Tobacco Industry; enforcing restrictions placed upon the Tobacco Industry in the areas of marketing, advertising, promotions, and sponsorship; and defending the MSA against Anti-Trust challenges in federal court.

 

From January 2002 to June 2005, Carcare was a member of the Collections Section, responsible for prosecuting actions referred to the Attorney General by the Indiana State Board of Accounts, the most prominent of which was the groundbreaking Civil RICO action against Ex-East Chicago Mayor Robert Pastrick. The case marked the first time that an attorney general successfully used anti-racketeering statutes to sue a corrupt city administration to recover the damages inflicted on the city. The suit filed by the state in 2004 alleged Pastrick and others ran the city as a "corrupt enterprise" and spent $24 million in public money to court voters in the 1999 Democratic primary – the Sidewalks for Votes Scheme. In March 2010, a federal judge ordered Pastrick and two former aides to pay $108 million in damages.

Cassidy, Amanda

Amanda joined the office as a graduate law clerk in Medical Licensing in 2012, and was hired as a Deputy Attorney General in that section shortly thereafter, where she litigated administrative complaints in front of professional and medical licensing boards, including the Medical Licensing Board, the Respiratory Care Committee, and the Massage Therapy Board.  In 2014, Amanda moved to the Medicaid Fraud Control Unit investigating consumer complaints, drafting pleadings seeking license discipline against the professional licenses of Medicaid providers, and representing the State in actions before various Boards/Committees of the Indiana Professional Licensing Agency.  Originally from California, Amanda graduated from San Francisco State University with a degree in English Literature in 2002.  After spending a few years travelling and working as an account manager for Enterprise Rent-A-Car, Amanda took the plunge and applied to law school in 2008.  She found herself drawn to a school halfway across the country, in Bloomington, Indiana.  Amanda graduated from Indiana University Maurer School of Law in 2011, falling in love with Indiana during her three years at IU.  Away from work, Amanda loves to cook and experiment with recipes.  She lives with her husband, Kyle, and their two cats, Ziggy and Stardust.  

Chiu, James

James is a graduate of the Robert H. McKinney School of Law.  He started his career with a well-respected, Indianapolis, boutique law firm primarily in the areas of commercial law and creditors’ rights law.  Thereafter, James held positions as Corporate Counsel for a large, privately held, national corporation, and an Indianapolis based commercial, real estate development company.   

 

Chopp, Michael G.

Human Resources Director

 

Mike is the Director of Human Resources with the Office of the Attorney General and returned to the Office in 2021. He served the Office in the same capacity from 2004 -2016 and has approximately 25 years of Human Resources experience in the public and private sector.

 

Mike grew up in St. Louis and earned his Bachelor’s degree in Political Science from the University of Missouri prior to embarking on his career in Human Resources. He presently resides in Carmel with his wife Caren and two children.

Ciravolo, Benedict

Real Estate Litigation

 

Ben Ciravolo joined the Attorney General’s office again in October, 2017 with the Real Estate Litigation Group. Ben was formerly with the Attorney General’s office was from 2005-2011 with the Transportation Practice Group as a trial attorney.

 

As a Deputy Attorney General Ben has successfully litigated scores of eminent domain cases for the Department of Transportation.  These cases have included land acquisition for the Major Moves, Indiana Heartlands, and the current I-69 project in central Indiana.  Ben has extensive litigation experience including bench and jury trials, pre-trial discovery, depositions, mediations, motion practice and arbitrations in real estate, eminent domain and commercial business transactions. 

 

He received his B.A. from Seton Hall University and his J.D. from The John Marshall Law School. Ben is admitted to practice in New Jersey, Indiana and Illinois; the United States District Courts in New Jersey, Indiana and Illinois; the United States Court of Appeals - Third Circuit and the United States Supreme Court.

Comer, Evan

Evan Comer is a Deputy Attorney General Criminal Appeals Section. Evan first joined OAG as a law clerk in the Civil Appeals Section in the summer of 2016. Evan obtained his law degree from the University of Louisville Louis D. Brandeis School of Law in 2017. He earned his bachelor’s degree from Butler University in 2014, where he received highest honors in history and honors in political science with a minor in political science. In law school, Evan was executive editor of the Journal of Animal and Environmental Law. He participated in the law school’s Louis Brandeis Impact Litigation Practicum, while also teaching constitutional law to high school students through the Marshall-Brennan Constitutional Literacy Project. Evan is a lifelong resident of Scottsburg, Indiana. Outside of work, he enjoys reading, tennis, and learning about history, particularly colonial and revolutionary American history.

Cooper, Whitney

Since May 2016, Whitney has been with the Indiana Office of the Attorney General in the Medicaid Fraud Control Unit investigating Consumer Complaints, drafting pleadings seeking discipline against the professional licenses of medical providers, and representing the State in actions before various Boards/Committees of the Indiana Professional Licensing Agency. Prior to joining the Office, Whitney worked as a Lead Attorney at the Indiana Department of Child Services for approximately three years. Whitney also spent some time as a solo practitioner focusing on criminal defense and family law. In 2008, Whitney graduated from Indiana University with a Bachelor of Arts degree in Political Science and minors in History and Spanish. Whitney graduated from Indiana University McKinney School of Law in 2011 and achieved a life-long dream of becoming an attorney in May 2012.  Away from work, Whitney spends as much time as possible outdoors, including taking frequent camping trips and bicycling, a new-found passion. Whitney has two dogs (Penny and Michael Jordan), loves to color on her front porch with the neighborhood kids, and finds true joy in her work as a public servant.

David E. Corey is a Supervising Deputy Attorney General in the Civil Appeals Division. David is a magna cum laude graduate of Hope College (1991) where he was also elected into Phi Beta Kappa. He also graduated magna cum laude from Indiana University Robert H. McKinney School of Law in 2000. David is admitted to practice in Indiana and Michigan. David has practiced in the areas transactional real estate for local and national developers, litigation, and appellate litigation.

Cornelius,Katherine

Katherine Cornelius has been a Deputy Attorney General in Civil Appeals since July, 2017. She previously worked for the Department of Child Services in Marion and Boone Counties, the Marion County Public Defender agency, was in private practice and was a consumer rights and litigation attorney for UAW Legal Services.  She obtained her law degree from Valparaiso University School of Law where she was both on law review and a teaching assistant. After law school she clerked for Judge Patrick Sullivan on the Indiana Court of Appeals. 

 

Cox, Michelle

Asset Recovery & Bankruptcy Litigation

 

Ms. Cox joined the Office of the Attorney General in March of 2020 as a Deputy Attorney General in the Asset Recovery & Bankruptcy Litigation Section.  Prior to joining the Office, she maintained a private practice in Evansville, Indiana, focusing on civil litigation and mediation services.  Ms. Cox formerly worked at a large law firm and has significant experience in a broad range of legal areas, including complex litigation.

 

Ms. Cox was an active member of the Evansville Bar Association, former board director and founding Chair of the Women in Law Committee.  She served as a mentor to younger attorneys and helped develop programs to assist with the advancement of women in the legal community, including a professional speaker’s series.  She is passionate about access to justice, and as a result, provided pro bono work while in private practice, including pro bono mediation services.

 

Ms. Cox was admitted to practice law in Indiana in 1992 after receiving her Juris Doctorate from the Claude W. Pettit College of Law at Ohio Northern University.  She was an Associate Editor of the ONU Law Review having her case note published, and clerked for the Pennsylvania Supreme Court as a law student.  She received her Bachelor of Arts degree in Humanistic Studies from Saint Mary’s College, Notre Dame in 1989.

Aaron T. Craft joined the OAG as a Deputy Attorney General in Civil Appeals in January 2015 and was promoted to Section Chief of Civil Appeals in March 2019. Aaron has a Doctor of Pharmacy (Pharm.D.) from Purdue University and is a registered pharmacist. After pharmacy school, he attended law school at Indiana University Maurer School of Law in Bloomington, where he served as the Senior Managing Editor of the Indiana Law Journal and as a member of the Sherman Minton Moot Court Board. During law school, he worked as a pharmacist at Walgreens, as a summer intern with the City of Bloomington’s legal department, as a summer associate with Baker & Hostetler, LLP, in Cleveland, Ohio, and as an OAG extern with Solicitor General Tom Fisher. Aaron graduated magna cum laude in 2010 and was elected to the Order of the Coif. Before joining the OAG, Aaron clerked for Justice Frank Sullivan, Jr., on the Indiana Supreme Court and then for Judge John Daniel Tinder on the U.S. Court of Appeals for the Seventh Circuit. At the OAG, Aaron represents the State in state and federal courts in appeals across the spectrum of civil matters and has handled numerous complex appeals presenting questions of constitutional law, administrative law, and statutory interpretation. He also on occasion assists the Solicitor General in cases pending before the U.S. Supreme Court.

Creason, Stephen

Stephen Creason is the Chief Counsel for the Appeals Division. In this role, Steve leads the appellate practice of the State of Indiana, including over 35 attorneys handling all forms of appellate-related matters in the Court of Appeals of Indiana, Indiana Supreme Court, United States District Courts for the Northern and Southern Districts of Indiana, and the United States Court of Appeals for the Seventh Circuit. He has served in the Office of the Attorney General since 1999 in various other roles including law clerk, Deputy Attorney General, Section Chief. In that time, he has been involved in thousands of civil and criminal appeals, and personally argued over 60 cases before the Indiana and federal appellate courts. He is also a registered civil mediator in Indiana. Steve was a Supreme Court Fellow at the National Association of Attorneys General during October Term 2005, and was honored with a "Best Brief Award" from NAAG for excellence in brief writing before the U.S. Supreme Court. Steve frequently gives presentations locally and nationally on topics related to civics, constitutional law, governmental practice, appellate practice, habeas corpus, and criminal law and procedure to professional and civic groups. Steve is also active in the legal profession. He is a member of the American, Seventh Circuit, Indiana State, and Indianapolis Bar Associations, and also serves as chair-elect of the ISBA’s Appellate Practice Section. He is a board member and past president of the Association of Government Attorneys in Capital Litigation, the national bar association of prosecutors involved in litigating homicides and violent crimes. Steve is an actively-involved alumnus of Wabash College and the Indiana University Robert H. McKinney School of Law, and studied at the University of Oxford. Wabash College recognized him with its Ristine Award for his volunteer efforts supporting the College’s pre-law program, and he has taught a course in governmental law at I.U. McKinney. Steve is an Eagle Scout, and remains an active volunteer with the Boy Scouts of America. 

Crockett, Heather

Heather Crockett was born in Montana and raised all over the country as her father’s job caused her family to move often.  She attended Georgia College & State University obtaining a Bachelor of Science in History and then attended law school at the Brandeis School of Law, University of Louisville at night while working full time for almost all 4 years.  Heather worked with CitiFinancial initially and then began clerking with the collections firm Mapother & Mapother in Louisville in the litigation section.  After graduation, she began working at the collections firm of Greene and Cooper in Louisville.  In March 2007, Heather became a Deputy Attorney General in the Collections and Bankruptcy section (now known as Asset Recovery and Bankruptcy Section).  During her time in the section, she has worked on bankruptcy cases, general collections, estates, and SBOA cases, as well as specialized cases involving Indiana Grain Buyers and Warehouse Licensing Agency and cross-section and cross-division cases.  Heather became the Section Chief in February of 2017.  She is admitted to the state courts in Indiana, both the Northern and Southern Districts of Indiana, Northern District of Indiana and the Seventh and Second Circuit Court of Appeals.

Dayton, Samuel

Sam Dayton has been a Deputy Attorney General in the Criminal Appeals division since January 2019. Prior to that, he was a Deputy Attorney General in the Licensing Enforcement & Homeowner Protection Unit since 2014, where he primarily focused on professional licensing enforcement before the Indiana Real Estate Commission. He holds a J.D. from IU McKinney and a B.A. with honors in English, mathematics, and economics from IU Bloomington. At McKinney, he was the Managing Editor of the Indiana Health Law Review and on the Order of Barristers and Moot Court board. He also clerked as a student in the Office of the Indiana Attorney General, Judge Tanya Walton Pratt of the Southern District of Indiana, and the Marion County Prosecutor’s Office.

DeNardi, Betsy

Betsy M. DeNardi (formerly Betsy Isenberg) currently serves as the Director of the Complex Litigation Division. She joined the Office of the Indiana Attorney General in 2003 as a deputy in the Civil Rights and Employment Litigation Section. She previously served as the Assistant Section Chief and the Section Chief of the Civil Litigation Section in the Office. From February 1, 2017 to July 12, 2020, Betsy served as the Director and Chief Counsel of the Consumer Protection Division.  

 

She was awarded the U Rock award from the Indiana Attorney General for the successful defense in the jury trial of Stephen Blessing v. Indiana Department of Correction, an employment reverse discrimination case. Betsy was also awarded the Certificate of Excellence in Public Service in 2009 and 2016. 

 

In 2011, Betsy presented during a Continuing Legal Education seminar entitled “Indiana Sex and Violent Offender Registry What You Need to Know.” Betsy also presented at the Indiana Sheriffs’ Association Registry Coordinator training in 2011 and 2012. She chaired and moderated an ICLEF seminar on Litigating Constitutional Rights held on August 26, 2016. Betsy presented at the Indiana Prosecuting Attorneys Council Summer Conference in 2017 on Identity Theft. She presented at the Battlemind to Home Summit in 2018 and 2019 regarding the Office’s ability to assist veterans. In 2018, Betsy moderated a panel at the NAAG Fall Consumer Protection Conference on the Impact of Counterfeit Goods on Consumers and Legitimate Businesses.

 

Before joining the Office, Betsy clerked for the Honorable David Rosenberg, Middlesex County Judge, Family Court in New Brunswick, New Jersey. She received a Bachelor of Arts degree from Bradley University in Peoria, Illinois in 1999, graduating summa cum laude. She received her law degree from Rutgers School of Law-Camden in 2002, graduating with honors. 

Devlin, Maureen

Medicaid Fraud Control Unit

 

Maureen Devlin is a criminal litigation attorney, working in the Medicaid Fraud Control Unit. In her position, Maureen prosecutes Medicaid providers throughout Indiana who are engaged in Medicaid fraud; the theft of drugs; and patient abuse. Maureen has made presentations to numerous groups on behalf of the OAG, including: Nursing Home Administrators; Nurse Practitioners; members of the Dental Association; the Sertoma Club; and the Indiana State Guardianship Association.

 

Prior to joining the Attorney General’s Office in May of 2008, Maureen worked for roughly 11 years as a Deputy Prosecutor in Marion and Hendricks counties. Maureen has extensive criminal court experience, having handled thousands of felony and misdemeanor cases and having taken more than 80 cases to jury trial. As a felony level prosecutor, Maureen handled primarily Sex Crimes, Child Abuse and Homicide cases. During her legal career, Maureen also worked for an employment law firm and as a research associate for a firm specializing in Constitutional law.

 

Maureen is a life-long Hoosier, who grew up with her parents and four brothers in Brownsburg. She graduated from Brebeuf High School and went on to earn her undergraduate degree in biology from the University of Notre Dame.

 

Maureen earned her J.D. from the Indiana University School of Law in Indianapolis.

 

Maureen enjoys playing the piano, kayaking, reading, lifting weights, praying and pursuing justice for victims of crime. 

Drum, Jesse

Jesse Drum studied English Literature at Northern Kentucky University and graduated from Indiana University Maurer School of Law in 2013. He was a Notes and Comments Editor on the Indiana Law Journal, which published his student note. He started working for the Criminal Appeals Division as a clerk during law school and has been there ever since. He was a Supervising Deputy Attorney General who handles criminal appeals, post-conviction appeals, and federal habeas corpus proceedings. Drum is now an Assistant Section Chief of Criminal Appeals. He has presented oral arguments in the Indiana Court of Appeals, the Indiana Supreme Court, and the United States Court of Appeals for the Seventh Circuit.  

Dyer, Zanna Claire

Zanna Claire Dyer has served as a Deputy Attorney General with the Office of the Indiana Attorney General since October 2015 in the Medical Licensing Section.  Prior to being sworn in as a Deputy Attorney General, Claire joined the Office in August 2013 as a post-graduate law clerk for the Medicaid Fraud Control Unit. 

 

Claire was born and raised in Indianapolis, Indiana.  Prior to joining the Office, Claire received her J.D. from Valparaiso University School of Law in 2012 and her B.A. in History from Indiana University in 2009. 

Eades, Michael

Data Privacy & ID Theft

 

Michael Eades joined the Office of the Attorney General in March of 2018 as a Deputy AG in the Consumer Protection Division.  Deputy Eades deals with a variety of matters including Data Breaches, Identity Theft complaints, Telephone-Privacy/Do-Not-Call complaints, in addition to HIPAA cases and Abandoned Records. 

 

Prior to joining the office Mike was a consumer attorney focused primarily on representing consumers in Fair Debt Collection Practices Act cases. 

 

Mike received his Bachelor of Arts in Psychology and Criminal Justice from Indiana University and his Juris Doctor from the Robert H. McKinney School of Law in Indianapolis. 

 

Outside the office, Mike enjoys traveling with his wife and following the Indiana Pacers, Indianapolis Colts, Indiana Hoosier Men’s Basketball, and the Chicago Cubs.

Kelly Earls is a Deputy Attorney General in the Administrative Regulatory Enforcement Litigation Section. Kelly graduated with Honors from Indiana University in 2006. At IU she held many positions in various clubs, her favorite was College Bowl Captain (she is still a trivia nerd), and Study Abroad Club President and Speaker at International Graduation - she and her son have a travel blog with their international travels on a budget with small children. She graduated from Indiana University - McKinney School of Law in 2011 with her Doctor of Jurisprudence, where she was an Associate Editor of the Indiana Health Law Review. She graduated from Harvard University in 2019, earning a Master’s of Liberal Arts (ALM) with a concentration in Environmental Management. From Harvard University she also has certification in Corporate Sustainability. She was a law clerk at the Indiana Department of Environmental Management, and at Midcontinent Independent Systems Operator (MISO Energy). She spent her time after law school in private practice focused on energy and environmental law, mostly at the Indianapolis-based law firm, Ice Miller, LLP. She resides near Indianapolis with her son Jack and their dog Peanut.

Hillary attended Indiana University Robert H. McKinney School of Law, during which time she was a law clerk with the Office of the Indiana Attorney General. She graduated law school in May 2016 and was sworn in as an Indiana Attorney in October 2016. Hillary joined the Office as a Deputy Attorney General in 2017. Outside of work, Hillary’s interests include running, yoga, and piano, and she sits on the young professionals’ boards of the Indianapolis Symphony Orchestra and the American Pianists Association.

Eldridge, Ryan

Ryan comes to Indiana from Crittenden, Kentucky. He obtained his undergraduate degree in International Studies – Development Studies from Centre College in Danville, Kentucky. At Centre College, Ryan was a member of multiple campus organizations and Sigma Alpha Epsilon fraternity. In addition, Ryan participated in Sigma Alpha Epsilon fraternity nationally as an Ambassador for the John O. Moseley Leadership School. Ryan graduated from Centre College in May of 2014 with honors.

 

After Centre College, Ryan came to Indianapolis to attend law school at Indiana University Robert H. McKinney School of Law. At McKinney, Ryan participated in Moot Court as a Barrister and the Indiana International and Comparative Law Review as the Executive Managing Editor. Ryan obtained graduate certificates from McKinney in Criminal Law and International and Comparative Law. In addition, Ryan graduated in the top tier of his class at IU McKinney.

 

Ryan joined the Indiana Attorney General’s Office in June 2016 as a law clerk for criminal appeals. After law school, Ryan served as a graduate law clerk for the Advisory Division. Once Ryan was admitted to the Indiana Bar, Ryan joined the office as a Deputy Attorney General for Medical Licensing Section in November of 2017.

Ellis, Benjamin

Government Litigation 

 

As a Deputy in the Government Litigation Section, Benjamin defends the state and its employees in a variety of civil lawsuits, including employment-related, civil rights, and constitutional claims. Prior to joining the office in October 2017, Benjamin was an Associate with Betz + Blevins, and spent eight years representing individuals in employment and civil rights cases.

 

As a law student, Benjamin spent his summers serving as an administrative law judge with the Indiana Department of Workforce Development, and as a Peggy Browning Fund Summer Fellow with the International Union, UAW, in Detroit. He also had the privilege of spending the Spring 2009 semester as an intern with Magistrate Judge Tim A. Baker in the U.S. District Court for the Southern District of Indiana.

 

While in law school, Benjamin participated in a number of extracurricular activities. He served as a Managing Editor of the Indiana Journal of Global Legal Studies from 2007 to 2009 (volumes 15 and 16). He also distinguished himself as an advocate. He received brief writing honors in the 2007-2008 Sherman Minton Moot Court Competition, where he was an octofinalist; and he was selected as a member of the 2008-2009 Sherman Minton Moot Court Board and External Team. He participated in the 2008-2009 Philip C. Jessup International Moot Court Competition, and was a quarterfinalist in the Federal Bar Association’s 2009 Thurgood Marshall Memorial Moot Court Competition.

Erdmann, Patricia

Patricia Orloff Erdmann serves as the Chief Counsel for the Litigation Division of the Office of the Indiana Attorney General.  She is responsible for the management of the Division’s five litigation sections: Administrative and Regulatory Enforcement Litigation Section, Asset Recovery and Bankruptcy Litigation Section, Correctional Law Litigation Section, Government Litigation Section, and Real Estate Litigation Section. In addition to overseeing the division and its litigation practice, Ms. Erdmann has successfully litigated high profile and complex class and collective actions, constitutional challenges, civil rights, employment, RICO and whistleblower cases. Ms. Erdmann previously served as Special Counsel and Section Chief of the Civil Rights & Employment Litigation Section. Ms. Erdmann has served three Attorneys General since 2002 when she joined the office as a Deputy Attorney General.

 

Ms. Erdmann’s deep legal experience spans the public, private and nonprofit sectors. She co-founded a firm that was featured in Law in America’s Crossroad: A History of the Indianapolis Legal Profession. Erdmann previously served as a principal staff attorney for the United States Commission on Civil Rights in Washington, D.C. where she handled high-profile, national civil rights hearings and investigations. She was presented with Special Act and Performance Awards by the United States Commission on Civil Rights. She also served as a legal consultant to the Equal Employment Advisory Council and the National Foundation for the Study of Employment Policy.  As the former Legal Director of the Chicago Bar Association's Legal Clinic for the Disabled, Inc., Ms. Erdmann managed 160 staff and pro bono attorneys.

 

Ms. Erdmann is a seminar chair and speaker at continuing education seminars. She also serves on the Practical Law Public Sector Advisory Board for Thomson Reuters. In 2011, she received the Dr. John Morton Finney Award for Excellence in Legal Education in recognition of joint efforts in presenting the first Women and the Law Division Symposium. Dan grew up in Noblesville, Indiana. He received his J.D., cum laude, from the Indiana Maurer School of Law in 2009 and his B.A., magna cum laude, from Wabash College in 2005.

Fisher, Thomas

Solicitor General

 

Thomas M. Fisher has served as an Indiana Deputy Attorney General since February 2001, and was named Indiana's first Solicitor General in July, 2005. In that role he handles high profile litigation for the State, defends state statutes against constitutional attack, advises the Attorney General on a range of legal policy issues, and manages the State’s U.S. Supreme Court docket.

A two-time recipient of the National Association of Attorneys General Best Brief Award for excellence in U.S. Supreme Court brief writing, Fisher has argued four times before the High Court.  His U.S. Supreme Court practice has also included authorship of dozens of cert-stage and merits-stage amicus curiae briefs on a wide range of issues, including jury impeachment, federal preemption, legislative prayer, public Ten Commandments displays, the definition of marriage, abortion regulation, right to trial by jury, habeas corpus, and federal taxpayer standing, among many others. 

In addition, Fisher has argued dozens of important and high profile cases before both the Indiana Supreme Court and the Seventh Circuit U.S. Court of Appeals, including successful defenses of Indiana’s choice scholarship program, its popular telephone privacy laws, and its alcohol distribution regulations. Other argued cases have included constitutional defense of abortion regulations, parental rights laws, judicial speech canons, Medicaid statutes, the definition of marriage, state toll road leasing, and public school funding, among many other subjects. In 2018, Fisher was named a Fellow of the American Academy of Appellate Lawyers.

Flynn, Tom

Tom Flynn serves as a Deputy Attorney General in the Government Litigation Section, where he defends the State of Indiana against a number of various civil claims, including Sec. 1983 claims arising under the U.S. Constitution. Prior to holding this position, he participated in the Intensive Deputy Attorney General (I-DAG) development program. As a member of the I-DAG program, Tom had the opportunity to file a petition for a writ of certiorari in the U.S. Supreme Court, as well as initiate complaints against lawbreakers in the Consumer Protection section. Tom also filed a number of both civil and criminal appellate briefs on behalf of the State of Indiana.

 

Tom grew up in South Bend, Indiana. He graduated with honors from Indiana University in 2015, receiving a B.A. in both political science and communication & culture. Tom received his J.D. from the University of Notre Dame Law School in 2019.

 

Tom is licensed to practice law in Indiana, and is additionally admitted to practice before the U.S. District Court for the Northern and Southern Districts of Indiana. Tom currently resides in downtown Indianapolis.

 

In his free time, Tom enjoys swimming, reading, and spending time with his loved ones. Tom is also an avid sports fan and never misses a chance to praise God for all the blessings in his life.

Christi Rever is a Deputy Attorney General in the Complex Litigation section. Prior to joining the Office of the Attorney General, she was a Deputy Prosecuting Attorney in the Major Felony Division at the Marion County Prosecutor’s Office.

 

Christi completed her undergraduate degree in Political Science and Justice & Public Policy from Concordia University Wisconsin in May 2013. She later received her Juris Doctor from Indiana University Robert H. McKinney School of Law in May 2016.

Garn, Jefferson

Administrative & Regulatory Enforcement Litigation

 

Jefferson Garn is the Section Chief of the Administrative and Regulatory Enforcement Litigation Section. Since joining the Attorney General’s Office, he has handled a wide range of litigation matters, including election law, administrative law, and constitutional challenges. He has handled several jury trials, bench trials, and argued in the Seventh Circuit Court of Appeals.

 

Mr. Garn previously worked at a large Indianapolis law firm, exclusively handling business immigration matters. Before moving to Indianapolis, he assisted in the management of a Foreign Corrupt Practices Act investigation in Washington, D.C. He previously clerked for four judges in the District of Columbia Superior Court, primarily assisting with matters on the criminal docket.

 

Mr. Garn received his juris doctor from the Washington College of Law, American University, in Washington, D.C. He received his bachelor of arts degree from Seattle Pacific University.

 

Mr. Garn has led several continuing legal education courses, on topics including administrative law and Section 1983 litigation.

 

After living in Washington, D.C.; Seattle, Washington; Wheaton, Illinois; Okinawa, Japan; Annapolis, Maryland; Richmond, Virginia; San Antonio, Texas; Charleston, South Carolina; Bethesda, Maryland; Philadelphia, Pennsylvania; New Jersey; and other places; Mr. Garn, whose father was a Navy officer, now calls Indianapolis home.

Gibson, Patricia

Patricia Gibson graduated from Purdue University in 1979, and Indiana University School of Law at Indianapolis, now McKinney School of Law, in 1985. From 1986-1990, Patricia worked for the OAG in what was known as the Departments section, primarily defending the Indiana Department of Welfare, now FSSA, in judicial reviews.

 

In approximately 2005, Patricia returned to the OAG part-time, in Medical Licensing and in 2010, switched to full time employment. Patricia presents cases before the medical, nursing, veterinary, and athletic trainer boards.

Gilchrist, Corinne

Consumer Litigation Division

 

Corinne Gilchrist is the Section Chief for the Consumer Litigation Division.  She is a registered mediator, and her responsibilities as Deputy Director include working with the Consumer Mediators, the Consumer Protection Intake Unit and Consumer Litigation Section. Corinne began working for the Indiana OAG as a clerk for the Medicaid Fraud Control Unit, and became a Deputy Attorney General in the Litigation Division of the Office in 2008, where she defended a variety of civil rights, employment, and other claims against the State of Indiana and its employees, and worked on qui tam enforcement matters. Corinne also spent three years working for the Indiana Department of Child Services, on internal affairs and legal matters and as the Deputy Director of Placement Support and Compliance. She has been with the Consumer Protection Division since fall of 2017. Corinne earned a Bachelor of Arts degree from the University of Michigan, and her law degree at Indiana University Maurer School of Law. Gordon, Philip

Philip has served as an Advisory DAG since early 2019.  Philip’s practice focuses on contract review, analysis, and approval, licensing board advice and oversight, public records requests and open door law issues, serving as administrative law judge by designation, general research, and drafting of OAG advisory opinions.  Prior to his current role, Philip served as a civil litigation DAG from 2015-2016 during which he represented numerous state agencies in all facets of litigation. 

 

Some of his past professional experiences include a stint in private practice focusing on business startup, transactional work, and litigation, as well as work as an assistant attorney in the Office of General Counsel at Indiana State University where he worked closely with various departments including the Office of the President, and assisted in overseeing all legal and compliance matters for the University.  Philip’s legal experiences both prior and during law school were shaped from over eleven years’ experience working with the United States District Court for the Southern District of Indiana, in which he served three judges in various capacities including case administrator, courtroom deputy, and law clerk. 

 

Philip is a graduate of Butler University (B.A. 2004) and the Robert H. McKinney School of Law (J.D. 2012). He is admitted to practice in the State of Indiana and has been admitted to the U.S. District Courts for the Northern and Southern District of Indiana.

 

When not representing his clients, Philip enjoys supporting his alma mater, the Butler Bulldogs, is an avid runner, and enjoys traveling, playing guitar, and spending time with his wife and two daughters.  Philip is actively engaged in his local community in Whitestown, Indiana.

Zach is an attorney in the Intensive Deputy Attorney General (I-DAG) Program. As an I-DAG, Zach works closely with all of the various sections of the Office and represents the State of Indiana in many different types of cases.

 

Zach was admitted to the Indiana Bar in October of 2019. Before attending law school, Zach graduated with a bachelor’s degree in social work from Indiana University. Zach then attended the Indiana University Robert H. McKinney School of Law where he graduated cum laude in 2019. While in law school, Zach was admitted to the Order of the Barristers, won the Best Brief Award for the Staton Intramural Moot Court Competition, and competed in the Evans Constitutional Moot Court Competition.

Haddad, Jill G.

Jill Gagnon Haddad is a Deputy Attorney General in the Administrative and Regulatory Enforcement Litigation Section.  Jill graduated from Ball State University in 2001 with a Bachelor of Science degree in Criminal Justice.  After college, she worked for seven years for Marion Superior Courts, first with the Honorable Patricia J. Gifford and subsequently with the Honorable Sheila A. Carlisle. 

 

In 2010, Jill decided to go to law school and graduated from the Thomas M. Cooley School of Law with a Litigation Concentration.  After law school, she became a Marion County Deputy Prosecutor, prosecuting cases in the D-felony Division, the Domestic Violence Division, and the Juvenile Major Felony Unit. 

 

Jill became an Assistant Corporation Counsel/Assistant City Prosecutor for the City of Indianapolis Office of Corporation Counsel in 2013.  She handled cases for the Department of Code Enforcement, IMPD Nuisance Abatement, and Indianapolis Animal Care And Control. 

 

In December of 2014, Jill became a Deputy Prosecutor in Shelby County where she handled victim related cases that ranged from Class B misdemeanors to Level 1 Felonies. In addition to her general duties as a deputy prosecutor, she procured grant funding for a Domestic Violence Division, and was a trainer for the Indiana State Police. 

 

Jill has served as a board member for CASA of Shelby County, has been an active member of Indiana Prosecuting Attorneys Council, and is a certified child forensic interviewer.  Jill is a proud Indianapolis southsider, and she currently resides there with her husband and their 4 children.

Hannah, Donald

Advisory

 

Donald Hannah has served as a Deputy Attorney General in the Advisory Division since April 2014.  In addition to his general duties, he has written a wide array of published opinions and memoranda of legal guidance.

 

Prior to joining the office, Donald worked for two years as a staff attorney for the Indiana Department of Child Services in Madison County.  From 2010 to 2012 he held a number of positions in the Madison County Courts, including judicial clerk, family court coordinator, and mortgage foreclosure facilitator.  His first job following law school was as an associate in a small civil law firm.

 

Donald graduated from Ball State University, summa cum laude, and Ohio Northern University College of Law, where he received a Barristers Scholarship. 

 

Harry, James

James Harry is a Hoosier, born and raised.  He joined the Office of the Attorney General in June 2020 as a part of the Advisory Division.  Prior to joining the Office of the Attorney General, James served as a staff attorney to the Indiana House of Representatives during the legislative session. James also has experience in civil litigation and advising municipal corporations.

 

James grew up in Fort Wayne, Indiana before attending Manchester University, where he obtained his undergraduate degree in Economics.  After college, James went on to obtain his Juris Doctor degree from Robert H. McKinney School of Law. During law school, James competed in, and won, the Staton Moot Court competition before advancing to compete on behalf of McKinney Law at the national level.

 

In his free time, James enjoys playing golf, spending time on the lake with family and backpacking portions of the Appalachian trail.  He considers it an honor to serve the State of Indiana and his fellow Hoosiers at the Office of the Indiana Attorney General. 

Hart, Nick

Nick is a Deputy Attorney General with the Medical Licensing Section. Prior to holding that role, Nick was a law clerk with the Advisory Section and a part of the Intensive Deputy Attorney General development program. He also clerked with the Marion County Prosecutor’s Office and Indiana University Health during law school.

 

Nick graduated from the Indiana University Maurer School of Law in 2019, where he was an Articles Editor on the Indiana Law Journal and a member of the Sherman Minton Moot Court Competition Board. Prior to attending law school, he graduated with a bachelor’s degree in Healthcare Management and Policy from the O’Neill School of Public and Environmental Affairs at Indiana University Bloomington, where he interned with both a healthcare IT firm and international public health organization.

 

Nick is admitted to practice law in Indiana, and in the United States District Courts in the Northern and Southern Districts of Indiana.

Hendrix, Amy

Amy Hendrix is the Director of Unclaimed Property for the Indiana Attorney General. Amy and her team return an average of ONE MILLION DOLLARS per week to Hoosier residents and their heirs.  Amy previously served in an administrative leadership capacity as a Principal of an adult and alternative school and also as the Director of a Child Advocacy Center.  Most recently, she served as the Director of Financial Empowerment for an Indiana-based not-for-profit where she taught foster youth financial literacy and managed a credit building microloan program.  In that role, she was also a trainer of the Consumer Financial Protection Bureau’s Your Money, Your Goals toolkit, a set of financial empowerment materials for organizations that help people meet their financial goals by increasing their knowledge, skills, and resources. Amy’s favorite part of administration is helping her staff grow professionally.  Mentoring staff and providing servant leadership are her top two managerial goals. Amy received her BS in Social Studies (focus on US History, Government and Psychology) from Ball State University, her MS in Educational Psychology from Indiana University Bloomington, and her Education Specialist Degree from Saginaw Valley State University. 

Henke, Robert

Robert Henke is Assistant Section Chief of Civil Appeals.  He has served in the OAG since July 2013.  Prior to this, beginning in February 2007, he worked with the DCS as trial counsel, and later Deputy General Counsel overseeing both trial and appellate practice statewide.  While practicing law in the private sector, he litigated in diverse legal cases including, among others, those involving admiralty, commercial-corporate, eminent domain, shareholder derivative suits, and tort law.  He worked as a law clerk in both Federal and State courts.  He served as contributing writer for 10 years with Matthew Bender publications, working on Bender Forms of Discovery, The New York Trial Guide, and The Illinois Trial Guide.  He earned his law license in Indiana and Illinois State and Federal courts.  He graduated from Valparaiso University School of Law with high distinction (Magna Cum Laude).  His prior graduate and undergraduate education focused on theology and business management, and he graduated with honors from Trinity University.  He is currently on the faculty of the National Attorneys General Training and Research Institute (NAGTRI), teaching both basic and advanced trial advocacy.

Josh Hollingsworth joined the OAG in January 2016 as a clerk. In March of 2017 he was promoted to Deputy Attorney General in Real Estate Litigation.

 

Prior to OAG, Hollingsworth clerked for Judge Horn in Wayne County Superior Court II and with a small personal injury firm in Indianapolis.

 

Josh is from Richmond, Indiana and received his BA in History from Indiana University in 2013 and J.D. from Robert H. McKinney School of Law in 2016.

Steven Hosler is a Deputy Attorney General in the Criminal Appeals Section. Steven joined the Office of the Indiana Attorney General in 2018 as a law clerk in the Consumer Litigation Section. He clerked in Consumer Litigation until graduating and passing the bar exam.

 

Steven was a member of the second class of the Intensive Deputy Attorney General program. He completed his bachelor’s degree in History and Slavic Literature and Language at Indiana University. He completed his J.D. at Indiana University Maurer School of Law in 2019. He is licensed to practice law in the State of Indiana.

 

Hudson, Kian

Kian Hudson began serving in the Attorney General's Office in April 2018, and prior to joining the Office he worked in private practice in Washington, D.C. and clerked for Judge Diane Sykes of the U.S. Court of Appeals for the Seventh Circuit.

 

Hudson is a native Hoosier and grew up in Harlan, Indiana, a small town in the northeast corner of the State. After graduating high school, he departed Harlan to attend Northwestern University, where he received his undergraduate degree summa cum laude. He then proceeded to Yale Law School, from which he received his J.D. in 2015. Hudson is happy to be back in Indiana and is a proud member of the Indiana bar.

 

Jimenez, Gustavo

Gustavo is a Deputy Attorney General in the Government Litigation Division. Prior to joining the Attorney General’s Office in 2020, Gustavo was an associate at a firm in downtown Indianapolis, where his practice focused on representing management interests in all aspects of labor and employment law.

 

Gustavo was born and raised in southern California. He received his bachelor’s degree from the University of California, San Diego in 2014. He then went on to receive his Juris Doctor from Indiana University Maurer School of Law in 2019 and was inducted into the national member of the Order of Barristers. During law school, Gustavo worked as a law clerk for the City of Carmel Office of Corporation Counsel and served as a judicial extern with the Indiana Supreme Court. Outside the office, Gustavo enjoys weight lifting, traveling, and watching college sports.

Johnson, David

David Johnson joined the Office in 2019 and serves as Chief Counsel for the Advisory Division. The Advisory Division serves various functions within the Office of the Attorney General such as crafting advisory opinions, serving as ALJs, reviewing all State contracts, and advising State boards and commissions. Prior to joining the Office of Attorney General, David served as corporation counsel for a mid-sized city. In that role, he advised the mayor, department heads, the municipally owned utility, and city boards and commissions on various legal matters such as public works projects, redevelopment, contracting, and economic development.  Previously, David worked for the State of Indiana in different roles – including as deputy general counsel and policy director for Governor Pence, Executive Director of the Office of State-Based Initiatives, and as a staff attorney for the Indiana Gaming Commission.
 
David received his AB from Wabash College and his JD from the IU McKinney School of Law.

Johnson, Leif

Deputy Attorney General Leif Johnson has worked for the Office of the Indiana Attorney General since 2011, starting as a summer law clerk in what was then the Civil Litigation division. He has worked for Licensing Enforcement since 2012, being sworn in as a DAG in 2014. He argues cases both in civil court and before numerous governing boards, including but not limited to the Indiana Real Estate Commission, the State Board of Funeral and Cemetery Service, and the Indiana Board of Accountancy. He previously worked as a judicial intern under the Honorable Judge Frank Nardi in the Owen County Circuit Court in 2010. Mr. Johnson is a graduate of the Indiana University Maurer School of Law, and completed his undergraduate education at Washington State University.

Ben graduated from DePauw University with a Bachelor of Arts degree in 2007. He went on to attend the Indiana University Maurer School of Law where he graduated in 2011. He is admitted to practice in Indiana and the Northern and Southern Districts of Indiana.

 

Upon graduation from law school, Ben began his legal career at an insurance defense firm in Fort Wayne, Indiana. After moving to Indianapolis in 2015, Ben joined the Office of the Attorney General as a deputy in the Civil Litigation section. Now a member of the Government Litigation section, Ben represents the State of Indiana and its officials, agencies, and employees in civil matters across the state and in the federal courts.

Kao, Grainne

Medicaid Fraud Control Unit

 

Grainne has served as a Deputy Attorney General in the Medicaid Fraud and Control Unit since May 2019. Prior to joining the Attorney General’s Office, she worked on full time active duty orders for her National Guard unit in Kokomo as they deployed forward in support of Operation Inherent Resolve. She served in this role for around a year and a half, beginning immediately after taking the bar exam. During this time, Grainne served as Adjutant General for the Brigade Rear and the Commander of the HHC rear detachment. Grainne was awarded the Meritorious Service Medal for her achievements while serving in this role. Prior to that, Grainne worked as an intern in the Marion County Prosecutor’s Office throughout all three years of law school.

 

Grainne grew up in Farmersburg, Indiana. She attended Purdue University where she received her Bachelor of Arts degree in Law and Society with Minors in History and Military Science in 2014. She earned her Jurisprudence Doctorate from Robert H. McKinney School of Law in 2017, and is a member of the Indiana bar.

Keesler, Kiely

Kiely Keesler is a Deputy Attorney General in the Professional License Enforcement and Homeowner Protection Unit. Prior to joining the office in September of 2020, Kiely worked as a prosecutor for six years with the Miami-Dade State Attorney’s Office and, most recently, with the Office of the State Attorney, 20th Judicial Circuit, in Naples, Florida. She received a B.S. from Butler University and a Juris Doctor from Indiana University Maurer School of Law in 2014.

Kobe, Andrew

Andrew Kobe rejoined the OAG in October 2010 as a Deputy Attorney General and Section Chief for Criminal Appeals. He previously worked for the OAG from 2002 until 2006 as a deputy in the Appeals Division handling criminal appeals, federal habeas corpus litigation, and capital litigation. He has authored hundreds of briefs in state and federal courts and presented over 50 oral arguments to the Indiana Supreme Court, Indiana Court of Appeals, and 7th Circuit. From 2006-2010, Kobe served as a Deputy Prosecuting Attorney in Huntington County, Ind. While a deputy prosecutor, Kobe handled numerous jury and bench trials, including those of defendants charged with Class A felonies. He began his legal career by clerking for Justice Brent Dickson. Kobe has taught legal writing to law students and law related classes to undergraduates. He is frequently a presenter on many criminal law topics.

Kossmann, Michelle

Michelle Kossmann joined the Office of the Indiana Attorney General in August 2009 as a Deputy Attorney General.   She currently serves as Section Chief of the Real Estate Litigation Section of the Litigation Division.

 

Prior to the OAG, Kossmann was with Barnes & Thornburg LLP, Indianapolis, Indiana where she was Of Counsel, Business Tax & Real Estate Department, January 2007 – June 2009; an Associate, Business Tax & Real Estate Department, 2001 – 2006; and Summer Associate, Summer of 2000.  She has also worked as a Paralegal with the Real Estate and Public Utilities Departments, 1999 – 2001.

 

Kossmann attended Indiana University School of Law – Indianapolis.  She obtained her J.D. in May 2001.  Kossmann was an Articles Editor for the Indiana Law Review, and was awarded the Bronze Level Pro Bono Volunteer  Award in recognition of pro bono work for Community Organizations Legal Assistance Project, Inc.

 

Kossmann obtained her undergraduate degree in 1990 at Kentucky Wesleyan College in Owensboro, Kentucky, with a B.A. in English with an emphasis in Technical and Business Writing.

Jessica Krug joined the Office of the Indiana Attorney General in January 2012 and is currently the Deputy Director of the Medicaid Fraud Control Unit.  She has served in both the Licensing Enforcement and Homeowner Protection Unit and the Medicaid Fraud Control Unit.  Jessica is assigned to criminal, civil, and administrative matters including cases regarding allegations of violations in the different healthcare professions.  Prior to the OAG, Jessica worked as a Staff Attorney at the Indiana Department of Child Services.  She is a graduate of Indiana University-Bloomington and Northeastern University School of Law.  The Indianapolis native resides in her hometown with her husband and two children, Jack and Nora.

Lester, Amanda

Amanda graduated from Purdue University in 2009 with a B.A. in Psychology and a double minor in Political Science and History. Amanda spent a year in Lansing Michigan attending Thomas Cooley School of Law where she completed her first year of law school. Amanda then transferred to Indiana University – Indianapolis where she obtained her JD in 2012. Amanda interned for the Marion County Prosecutor’s Office and Marion County Public Defender’s Office while in law school. After law school, Amanda spent 5 years at a private firm working in commercial bankruptcy. Amanda began working for the Indiana Attorney General Office as a Deputy Attorney General for the Asset Recovery and Bankruptcy Section in the Litigation Division in August of 2017. As a part of the Asset Recovery and Bankruptcy team, Amanda focuses mainly on Medicaid Recovery.

Lattea, Lauren

Lauren joined the Office of the Attorney General in 2016 as a law clerk in the Appeals Division. She worked in Appeals as a clerk until graduating law school and passing the bar exam. After passing the bar, she became a member of the first IDAG class. As an IDAG, Lauren worked in every division of the office for six months before ultimately returning to Criminal Appeals in March 2019. Lauren grew up in Northwest Indiana. She graduated from Valparaiso University in 2015 where she was an active member of Kappa Delta sorority and College Mentors for Kids. She graduated from Indiana University Maurer School of Law in 2018. During law school she served as a domestic relations mediator in the Viola J. Taliaferro Family & Children Mediation Clinic and worked as a research assistant for the clinic director. She also served as an articles editor for the Indiana Journal of Law and Social Equality and was a member of the Sherman Minton moot court competition board. She currently serves on the board of directors for Camp to Belong Indiana, and is a member of the summer 2019 provisional class for the Junior League of Indianapolis.

Lin, Winston

Winston joined the Office of the Indiana Attorney General as a clerk for Solicitor General Tom Fisher.  He later became a Deputy Attorney General in the Tax Litigation section and was awarded a Certificate of Appreciation from the Department of Revenue for “tireless advocacy.”  He is currently a Deputy Attorney General in the Administrative and Regulatory Enforcement Litigation section.  He was chosen to be a Supreme Court Fellow with the National Association of Attorneys General in 2018.  He is presently pursuing a Certificate in State and Local Taxation at Georgetown Law.

Mann, Tina

Tina has worked for the Consumer Protection Division in the Medical Licensing Section since January of 2019.  Prior to becoming a Deputy Attorney General, she was in private practice.  Tina is a graduate of Indiana University McKinney Law School. 

Martin, Jack

Case Coordinator & Administrative Official

Medicaid Fraud Control Unit

 

Jack is the case coordinator and administrative officer of the Medicaid Fraud Control Unit and have served in this position since January 2014.  As case coordinator, Jack reviews complaints of abuse and neglect on long term care residents and group home clients received from a major state agency which licenses health care providers and health care professionals.  The complaints are reviewed for sufficient reasonable suspicion of criminal conduct or licensure violations which need additional investigation by investigators of the unit.  He also performs administrative tasks as assigned by the division director or the division deputy director.

 

Jack served as a full time supervisor of both fraud and abuse and neglect investigators from 2010 until 2014.  He also served as the executive officer to the division director, and supervisor of the administrative staff, and supervisor of fraud and abuse and neglect investigators when the unit had supervisory vacancies from 2003 to 2010.  Jack also served as the interim director of the division for eighteen months in 2001 and 2002.

 

Jack served as an Indiana State police officer for twenty-six years from 1974 until January 2001.  During the twenty-six years he held several ranks and positions from trooper to lieutenant colonel.  As the deputy superintendent of support, he commanded five divisions and was the chief legal counsel for the department.  Jack served as legal counsel for fourteen years of his twenty-six years with the department and was chief legal counsel for eight of those fourteen years.

 

Jack graduated from IUPUI in 1974 with a BS in criminal justice, University of Indianapolis in 1978 with a MA in public management, and IU School of Law-Indianapolis in 1982 with a JD in law.  He was admitted to practice by the Indiana Supreme Court and the Indiana Southern District Court in 1983.

 

Jack graduated from the Indiana State Police Academy in 1974 as a licensed law enforcement officer by the Indiana Law Enforcement Training Board and graduated from the FBI’s National Law Institute course in 1985.  The FBI’s National Law Institute course was only attended by legal advisors and attorneys representing major state, county, and city law enforcement agencies.

 

Jack was an adjunct professor at the University of Indianapolis, IU at Kokomo, and IUPUI at Indianapolis instructing in criminal law, criminal procedure, criminal investigations, and police administration from 1985 to 1993.

Tiffany McCoy was born and raised in McHenry, Illinois and joined the great Hoosier State to attend school. Tiffany is a graduate of Saint Joseph's College Indiana (BS Criminal Justice) and a magna cum laude graduate of Valparaiso University Law School. At SJC, Tiffany was a jumper on the track team and a member of the dance team. At Valparaiso, Tiffany was a national trial advocacy team competitor and served as the team’s president, she was also a member of the Student Animal Legal Defense Fund. After clerking in the government litigation section of the Office of the Indiana Attorney General in the summer of 2017, Tiffany re-joined the Office of the Indiana Attorney General in August 2018, as part of the first class of the Intensive Deputy Attorney General (I-DAG) Program. In March 2019, after successfully completing the I-DAG program, Tiffany was placed in Criminal Appeals as a Deputy Attorney General.

McCutcheon, Meredith

Meredith has served as a Deputy Attorney General in the Administrative and Regulatory Enforcement Litigation Section since July 2018. She received a B.A. in English from Lawrence University in 2007 and a J.D. from Pace University Law School in 2010. While in law school, she completed internships at the United Nations; the National Association of Clean Water Agencies; the Office of the New York State Attorney General; Blake, Cassels & Graydon LLP; and the National Oceanic and Atmospheric Administration. After law school, and prior to joining the Attorney General’s Office, she served as a law and policy fellow at a non-profit organization, the Center for Ocean Solutions, and clerked for the Honorable Rudolph R. Pyle III and the Honorable Patricia A. Riley of the Indiana Court of Appeals. 

McKnight, Kelsey

Kelsey has been a Deputy Attorney General in the Professional Licensing Enforcement and Homeowner Protection Unit since July 2019. Prior to becoming a DAG, Kelsey was corporate counsel for a tech start-up based in Indianapolis.

 

Kelsey graduated from Butler University, with a B.S. in Finance in May 2013. While attending Butler, Kelsey was a member of Pi Beta Phi Fraternity and volunteered at the Indianapolis Humane Society. In her time after graduating from Butler, Kelsey was a commodity trader for a Fortune 50 company.

 

Kelsey graduated from Indiana University Robert H. McKinney School of Law in December 2017. Throughout law school, Kelsey held clerkships with the IRS, the Tax Litigation section of the Office of the Attorney General, an insurance defense firm, and a logistics corporation.

McLean, Ian

Ian McLean is a Supervising Deputy Attorney general in the Criminal Appeals Section and has been a Deputy Attorney General since 2007. Before joining the Office of the Indiana Attorney General, Ian was a Chief Deputy Prosecuting Attorney in Union County and in private practice in Montgomery County handling civil and criminal cases. He has prepared and filed over 600 briefs for the Office of the Indiana Attorney General in the Court of Appeals and Supreme Court, and argued 28 cases in the Supreme Court and 26 cases in the Court of Appeals.  Ian is also presently head of the Section’s Practice Resource Group. He was successful lead counsel for the State in prosecuting an Indiana city councilman on multiple counts of receiving a ballot.  He also prosecuted several tax cases for OAG and was a Section Chief of the Office of the Indiana Attorney General’s tax prosecution section.

Meilaender, Ellen

Ellen H. Meilaender is a Supervising Deputy Attorney General in the Criminal Appeals Section.  After receiving her J.D. from the Indiana University Maurer School of Law – Bloomington, where she graduated magna cum laude and served as an Articles Editor on the Indiana Law Journal, she joined the Attorney General’s Office in 2000 and has been a supervising attorney since 2004.  One of the State’s most experienced appellate advocates, she has authored over 1000 briefs in the state appellate courts and has presented over 80 oral arguments in the state appellate courts, including over 50 arguments before the Indiana Supreme Court.  She has also co-authored several briefs filed in the United States Supreme Court and has presented on criminal law topics at Indiana Prosecuting Attorneys Council conferences.

Michaloski, Matthew

Matthew Michaloski has been a Deputy Attorney General since being admitted to the Indiana bar in 2018. He first worked through the Office’s IDAG program, gaining exposure to matters in every division of the office, and subsequently joined the Consumer Litigation Section where he now focuses on consumer protection and antitrust issues. Matt is from Evansville, and he studied at Wabash College and IU McKinney.

Millikan, John

John R. Millikan is a Deputy Attorney General in the office’s Asset Recovery and Bankruptcy Litigation Division. He started at the Office of the Attorney General in 2018 as a law clerk and was sworn in as a Deputy Attorney General in October of 2019 as part of the office’s second IDAG class.

 

John is originally from New Castle, Indiana. He received a B.A. in Mass Communication from Anderson University in 2009 and a J.D. from Indiana University McKinney School of Law in 2019. While in law school, he served as a research assistant for Professor Nicholas Georgakopoulos and was an Associate Editor for Indiana Law Review. John’s student note analyzing Indiana’s naloxone laws was selected for publication. Prior to his law career, he was a sports journalist for publications in Indiana, Georgia, and Kentucky. John currently resides in Indianapolis with his wife, Kathryn, and two children, and is an active member at Chapelwood Baptist Church.

 

John is admitted to practice in the State of Indiana and in the U.S. District Courts for the Northern and Southern Districts of Indiana.

Moers, Diana

Diana Moers serves as Section Chief for the Government Litigation Section. In this role she oversees the attorneys in the Government Litigation Section and handles a range of federal and state litigation cases. In addition, Moers assists the Solicitor General as needed.

 

Before joining the OAG, Diana served as Executive Director of the Indiana Board for depositories under State Treasurer Kelly Mitchell. In her role as Executive Director, Moers worked with the Board (which includes the Governor’s Office, the State Auditor, Treasurer, Director of the State Board of Accounts, Director of the Indiana Department of Finance, as well as Bank and Credit Union CEOs), to ensure the safety of Indiana’s public funds in the event of bank fraud or failure.

 

Prior to her work with the Treasurer, Moers served at the Secretary of State’s Office at the Prosecution Assistance Unit – an arm of the Indiana Securities Division which aids prosecutors around Indiana in the prosecution of violations of the Indiana Securities and Loan Broker Acts.  Additionally, Moers was an enforcement attorney for the division – a branch of the Indiana Secretary of State’s office charged with overseeing the state’s investment and financial protection industry. Upon consultation with local prosecutor’s offices, Moers was sworn-in as a special prosecutor within multiple jurisdictions to handle cases developed by the Indiana Securities Division.

 

Before returning to her home-state of Indiana, Moers, who is licensed in Illinois, served as an assistant state’s attorney in the Will County State’s Attorney’s office in Joliet, IL where she handled a range of misdemeanor and felony criminal cases and discovered her passion for trial work.  Prior to her position as an assistant state’s attorney, Moers worked for two Illinois law firms as an associate attorney and assistant prosecutor.  Prior to her work in the Chicagoland area, Moers also worked as an assistant public defender to the Chief Deputy Felony Defender in Washtenaw County, Michigan.

 

Moers is an Evansville native and is happy to live in Indianapolis since her return from Chicago. Moers lives in Broad Ripple, enjoys laughing, and thinks you can never rescue too many dogs.

Murray, Jacob

Jacob Murray joined the Office as a Deputy Attorney General in the Consumer Litigation Section in May of 2017.  Jacob previously worked as a law clerk in Consumer Litigation from 2014 through his hire as a Deputy Attorney General in 2017.  He earned his J.D from I.U. McKinney School of Law in 2016.

 

Jacob graduated from Marian University with a B.S. in both Business Management and Finance in 2009.  Prior to attending law school, Jacob worked as a golf professional at multiple golf courses around Indiana.  A lifelong Hoosier, Jacob graduated from Logansport High School in 2005.

 

Jacob is admitted to practice in the State of Indiana and both the Northern and Southern U.S. District Courts in Indiana.

 

He currently resides in Zionsville with his wife and two children.

Murray, Sierra

Sierra Murray joined the OAG in November 2018 as a member of the Intensive Deputy Attorney General (I-DAG) training program inaugural class. After completing the I-DAG program in March of 2018, she was promoted to Deputy Attorney General in the Criminal Appeals Section. Sierra was born and raised in the Hoosier State. She received her B.A. in Communication and Culture from Indiana University-Bloomington and J.D. from Indiana University McKinney School of Law-Indianapolis. During law school, she was a member of the Order of the Barristers, competed in the ABA Moot Court Competition, and served as the student graduation speaker.

Nijjar, Parvinder

Parvinder Nijjar is a Deputy Attorney General in the Administrative and Regulatory Enforcement Litigation section. She has worked in various sections within the Office of the Indiana Attorney General including the Tax Litigation, Investigations and Government Litigation. In her role in the Investigations section, she worked on Human Trafficking issues around the State of Indiana, serving on various committees including serving as the Co-Chair of the Adult Victim Services Committee, as a member of the Labor Trafficking Committee, Law Enforcement Committee and Outreach Committee of the Indiana Protection of Abused and Trafficked Humans. She also served on the Commission on Improving the Status of Children in Indiana sub-committee established by the Indiana Supreme Court. Ms. Nijjar worked on developing and delivering training for industries through the State of Indiana on human trafficking.

 

Ms. Nijjar joined the Office of the Indiana Attorney General in January 2017. Prior to joining the Office of the Indiana Attorney General, Ms. Nijjar practiced immigration law specializing in immigration and civil law. Ms. Nijjar handled humanitarian and family based immigration, including asylum, VAWA, SIJS and naturalization among others. Ms. Nijjar obtained her juris doctorate from the Indiana University Robert H. McKinney School of Law in May 2015 and a bachelors’ degree in Psychology from Indiana University Purdue University Indianapolis in May 2012.

 

During law school Ms. Nijjar received a Certificate in International and Comparative law and participated in the Program in International Human Rights through which she interned overseas for human rights organizations in Thailand and India. During law school Ms. Nijjar also interned with the Indiana Civil Rights Commission, completed an externship with Judge Lance Hamner in Johnson County and participated in the Immigration Law Clinic.

Ochoa-Martinez, Rosa

Rosa Ochoa-Martinez attended the University of Chicago and received a B.A. in Political Science in 1994. She studied in Paris her junior year, attending the Sorbonne and Nanterre universities. She attended the University of Illinois College of Law and graduated in 1997. Rosa was admitted to the Indiana Bar in 1998. Rosa worked in the Marion County Prosecutor’s Office as deputy prosecuting attorney for thirteen years before joining the Office of the Attorney General in March 2017. Rosa is a DAG in the Medicaid Fraud Control Unit.

Ortman, Jennifer

Jennifer is a graduate of the Sandra Day O’Connor College of Law at Arizona State University. She has been admitted to practice before the Arizona Bar, the Indiana Bar, the U.S. District and Bankruptcy Courts for the Southern District of Indiana, and the U.S. District and Bankruptcy Courts for the Northern District of Indiana. 

 

She has been involved in her community through volunteer efforts with the Indianapolis Bar Association – Helping Enrich Attorneys Lives (HEAL) and Pro Bono Standing Committee, the Indiana Bar Association’s Bankruptcy, and Real Property and Probate sections, and as a program volunteer with Dress for Success Indianapolis; and Second Helpings.

 

Jennifer completed her undergraduate studies at Loyola University Chicago with a B.S. in Psychology, a B.S. in Criminal Justice, and minors in Spanish and Women’s Studies.  Prior to joining the Office of the Indiana Attorney General Jennifer practiced in the areas of real property insurance defense, commercial real estate, and asset protection for small business owners.

 

Pagnamenta, Eric A.

Eric Pagnamenta is a Deputy Attorney General in the Government Litigation Section where he represents state agencies, officers, and employees in civil litigation matters. He joined the Office of the Indiana Attorney General in October 2019 after practicing for several years as a civil defense litigator in Chicago, Illinois. Eric is well-versed in all aspects of litigating cases through trial. He is licensed in Indiana and Illinois, and he is admitted to practice in federal district courts in both states.

Eric earned his J.D. from the Northwestern University Pritzker School of Law where he was Production Editor for the Journal of Criminal Law and Criminology and a volunteer in the Entrepreneurship Law Center. He earned in his B.A. in Economics from DePaul University.

Outside of the office, Eric enjoys time with friends and family, traveling, photography, cooking, and wine.

 

Parmley, Lauren

Parmley joined the office in 2020 as the Deputy Attorney General for Human Trafficking issues in the State of Indiana. Prior to joining the Office, Ms. Parmley was an Assistant City Prosecutor for the City of Indianapolis, representing the City in various zoning and administrative matters. From 2014 to 2019, she worked at the Marion County Prosecutors Office in Community Prosecution, on the Special Victims Team, and in the Screening Division.   

 

Ms. Parmley graduated from IU Robert McKinney School of Law in 2014. She obtained her Bachelor’s Degree from Purdue University in 2010.

 

She is admitted to practice law in the State of Indiana.

Payne, Julia

Julia has served as a Deputy Attorney General with the Solicitor General since October 2017.

Payne received her Juris Doctor from the Indiana University Maurer School of Law in 2017 and her B.A. in History and B.A. in Spanish from Western Kentucky University in 2014.

Prior to becoming a Deputy Attorney General, Payne worked as a clerk for the Solicitor General and was named a 2015 Blackstone Fellow.

 

Peterson, Derek R.

Derek R. Peterson returned to the Office of the Indiana Attorney General in 2021 as Deputy Director of Licensing Enforcement / Homeowner Protection Unit (“LE/HPU”).  As Deputy Director of LE/HPU, Derek is principally responsible for the management and supervision of the Office of the Indiana Attorney General’s Medical and Professional Licensing Sections as well as the Homeowner Protection Unit.  In addition, Derek maintains primary litigation responsibility for high profile cases within LE/HPU.

Derek, a native of Massachusetts, attended Hobart College located in Geneva, New York, graduating with his B.A. in 2008 in the fields of Political Science and Spanish.  In 2009, Derek began his legal education at Indiana University School of Law–Indianapolis (now McKinney School of Law), before transferring and graduating from Indiana University–Maurer School of Law, earning his J.D. and being honored with his admission to The Order of Barristers in December of 2012.  Derek was admitted to the Indiana State Bar and both the Northern and Southern Districts of Indiana in 2013.

Derek began his legal career with the Office of the Indiana Attorney General, serving as a law clerk, attorney, and Deputy Attorney General in the same section that he now serves as Deputy Director.  Derek’s legal experience also includes work as an attorney with the Indiana Department of Child Services, serving as a deputy prosecutor in Grant County, and successfully operating his own private practice. 

Throughout Derek’s legal career, Derek has received recognition as a strong advocate for consumer protection and victim’s rights.  Derek has demonstrated a high level of litigation skill in diverse fields of law and legal arenas. Derek has been invited to speak at several events, meetings and conferences on matters of consumer protection, litigation techniques and enforcement authority.

Derek resides in Noblesville, Indiana with his Olde English Bulldog, “Beau.”   Derek volunteers his free time as a member of a non-profit organization, volunteers with his neighborhood association, plays golf and enjoys other outdoor activities.

Aleksandrina has been with the office since 2016 and has served as Deputy Attorney General since 2017. A native of Bulgaria, she earned her Bachelor of Arts degree magna cum laude from Agnes Scott College and her Juris Doctor from Indiana University Maurer School of Law.

 

Aleksandrina has dedicated her legal career to public service. Prior to joining the Office of the Indiana Attorney General, she interned for Indiana University Student Legal Services, the only law firm for students on campus, where she assisted IU students with their legal issues. She has also served Indiana’s immigration population as an intern for the Neighborhood Christian Legal Clinic and Indiana’s low-income residents as a volunteer for Indiana Legal Services.

Amanda focuses her practice primarily in representing the State of Indiana and its departments and agencies in bankruptcy litigation. Since being admitted to the Indiana bar in June of 2009, Amanda has practiced bankruptcy law in the Indianapolis area. She has represented consumers, businesses and creditors at all stages of bankruptcy litigation. Over the years, Amanda has authored numerous articles on bankruptcy law which have been published in the Indiana State Bar Association’s Res Gestae. She has also authored numerous Continuing Legal Education materials for bankruptcy seminars. Amanda is admitted to practice law in Indiana, the Southern District of Indiana, the Northern District of Indiana and the District of Colorado. She is a graduate of Indiana University Robert H. Rahman, Andrea

Andrea Rahman is a Deputy Attorney General in the Administrative and Regulatory Enforcement Section of the Litigation Division. She previously worked as a DAG in the Civil Appeals Section of the Appeals Division and served as co-counsel on the landmark cases, Esserman v. Indiana Dep’t of Envtl. Mgmt., 84 N.E.3d 1185 (Ind. 2017), and Gunderson v. State, Indiana Dep’t of Nat. Res., 90 N.E.3d 1171 (Ind. 2018).

 

Ms. Rahman obtained her juris doctorate from the Indiana University Robert H. McKinney School of Law in May 2015. She obtained a bachelors’ degree in English from Indiana Wesleyan University in May 2010. Prior to law school, Ms. Rahman worked in human resources for an international government sub-contractor.

 

During law school, Ms. Rahman was an Articles Editor for the Indiana Law Review and volunteered with the Neighborhood Christian Legal Clinic. She served as a legal intern for the Indiana Secretary of State’s Office, the Indiana Department of Insurance, and the Marion Superior Courts. She also served as a law clerk in the Appeals Division of the Office and was subsequently promoted to Deputy Attorney General in September 2015.

 

In her spare time, Ms. Rahman serves as the board chair for a local innovation school and is actively involved in her local community.

Recker, Abigail

Abigail R. Recker is a Deputy Attorney General in Civil Appeals. She was previously a deputy in Child Services beginning in December 2014 until it was merged with Civil Appeals in January 2017.  She joined the office in May 2013 as a law clerk in Civil Appeals.  In 2011, she graduated from Indiana State University with a double major in political science and legal studies, and a minor in civil leadership.  In 2014, she graduated from Indiana University Robert H. McKinney School of Law.  During law school, she clerked for Judge Paul Felix of the Hamilton Circuit Court, and interned at the Indiana Civil Rights Commission.  She has also served as a guardian ad litem in Marion County with Kids’ Voice of Indiana.

Justin F. Roebel is a Supervising Deputy Attorney General in the Criminal Appeals Section.  Justin joined the office in June 2012, but previously served as a Deputy Attorney General from 2002-2008. In the interim, Justin served as Assistant Corporation Counsel to the City of Indianapolis, representing officials in a variety of causes including civil rights, election law, land use, and wrongful death.  Justin has represented the City and State in hundreds of appeals, including two cases in the Supreme Court of the United States where he authored or co-authored the winning briefs in Edwards v. Indiana and Armour v. City of Indianapolis.  Justin graduated from Yale University in 1999 and graduated cum laude from Indiana University-Robert H. McKinney School of Law in 2002, where he served as Associate Editor on the Indiana Law Review.  Justin is from Fort Wayne and now lives in Indianapolis with his wife and daughter.

Randy joined the Office in October 2019 after spending twelve formative years as an Assistant Public Defender in Tuscaloosa, Alabama, where he was a Trial Team Leader in the Office of Public Defender.  He graduated from the University of Alabama School of Law in 2007.  Roll Tide!  For undergraduate studies, Randy received his B.A. in History from Mary Washington College, Fredericksburg, Virginia in 2004.  Originally from Conyers, Georgia, Randy’s roots are in the Deep South, but he is excited about becoming a Hoosier.  He is a proud father to his son, Branton, and husband to his wife, Leigh.  Outside of work and family, you are likely to find Randy engaged in his avocation: turkey hunting.  

Rowlett, Robert

Robert is a Deputy Attorney General with the Administrative and Regulatory Enforcement Litigation section and represents the State of Indiana and its various agencies in cases involving judicial review of agency actions, enforcement of agency actions, and complaints for declaratory and injunctive relief against agencies, among many others.

 

Prior to joining the Office as a Deputy Attorney General, Robert completed the I-DAG Program as a member of its first cohort.  The I-DAG Program is a rigorous six-month training initiative developed by the Office to quickly inculcate newly-admitted Indiana attorneys with the litigation skills necessary to succeed in their careers with the Office.  Upon successful completion of the I-DAG Program, Robert applied for and was accepted into the Administrative and Regulatory Enforcement Litigation section.

 

In 2017, Robert was named a Blackstone Fellow, a prestigious designation bestowed by the Blackstone Legal Fellowship on law students who complete Blackstone’s rigorous summer training program and who apply for and are accepted as Fellows.

 

Robert received his B.A. in Political Science (Biology minor), magna cum laude, from Anderson University (Anderson, IN) in 2011 and his J.D., cum laude, from the Indiana University Maurer School of Law (Bloomington, IN) in 2018.  While in law school, Robert served as one of two Senior Managing Editors for the Indiana Journal of Global Legal Studies.  He also served as Magister of Maurer’s Phi Delta Phi legal honor society chapter, the Foster Inn.

 

In 2011, Robert was awarded the Congressional Gold Award.  Robert’s interests include apologetics, public speaking, science, and golf.

 

Sanchez, Angela

Angela N. Sanchez is Assistant Section Chief in the Criminal Appeals Section. She joined the OAG in the litigation division’s government practice group at the beginning of 2008 before transferring to appeals. Angela graduated magna cum laude from Indiana University McKinney School of Law in 2007, where she was a member of the Order of Barristers and the Indiana International & Comparative Law Review. Angela is originally from Danville, Indiana but currently resides in Indianapolis with her husband and two sons.

Schilling, Paul

Medicaid Fraud Control Unit

 

Paul is currently assigned as a Section Chief for licensing enforcement in the Medicaid Fraud Control Unit since March of 2019.  Paul joined MFCU licensing in March of 2017, where he litigates administrative cases against medical professionals and supervises the litigation team. 

 

Paul joined the Office as a Deputy Attorney General in Licensing Enforcement / Home Owner Protection in 2011.  Paul litigated real estate licensing, mortgage fraud and appraiser cases in administrative hearings and civil court.  Paul transferred to the Real Estate Litigation Section (formerly TPG) in 2014, where he litigated INDOT real estate cases as well as real estate based litigation for other state agencies.  Paul participated in several mediations, court hearings and trials on behalf of the State.

 

Paul served with the OAG as a paralegal from 2006 – 2010 in the Complex Litigation and ID Theft Unit.  Paul attended IU-McKinney School of Law (2010) and majored in Political Science at Ball State (2002).  Prior to the OAG and law school, Paul worked as a paralegal at the US Attorney’s Office for the District of Maryland.  Paul also served as a military policeman in the US Army for 5 years on active duty and spent 10 years in the National Guard in both Indiana and Maryland.  He is a combat veteran of Afghanistan.  Paul is active in the Indiana State Bar Association and graduated from the ISBA Leadership Development Academy in 2017.  Paul and his wife Angela have two young daughters.

Serrano, Myriam

Deputy Attorney General

Criminal Appeals

 

Myriam Serrano has been a Deputy Attorney General in the Criminal Appeals Division since November 2019. Before coming to the Attorney General’s Office, she was a Staff Attorney for the Department of Child Services for three years and worked to protect children who were victims of abuse or neglect. Myriam has also worked in the private sector practicing family law. Myriam was an elementary school teacher for eight years prior to becoming an attorney and worked in bilingual education.

 

Myriam attended Indiana University in Bloomington and studied journalism and photojournalism. Myriam received her Master’s Degree from the City College of New York in elementary education. Myriam earned her Jurisprudence Doctorate from Robert H. McKinney School of Law in 2012, and is a member of the Indiana Bar. In law school, Myriam became a member of the Moot Court Society Order of the Barristers, was the Assistant Chief Justice of the Staton Competition of the Moot Court Society, and was a note candidate and associate editor for the Indiana Health Law Review. 

 

When she is not working, Myriam enjoys spending time with her family and baking/cake decorating.

Sherman, George

Supervising Deputy Attorney General

Criminal Appeals

 

George Sherman is a Supervising Deputy Attorney General in the Appeals Division. He has represented the State of Indiana in over 1,100 criminal prosecutions on appeal and has argued before the Indiana Court of Appeals, the Indiana Supreme Court, and the United States Court of Appeals for the Seventh Circuit. He earned his law degree from the Indiana University Maurer School of Law-Bloomington in 2002. During law school, George became interested in a career in criminal law while volunteering with the Protective Order Project where he assisted victims of domestic violence. He also clerked at the Office of the Indiana Attorney General in the General Litigation and Appeals Divisions. After completing a post-doctoral fellowship with the dean of the law school, George joined the Office of Attorney General as a Deputy Attorney General in 2002.  When not in the office, George enjoys spending time with his family as well as hiking, biking, and Indianapolis Colts games. 

Shields, Sarah

Deputy Attorney General

Administrative & Regulatory Enforcement Litigation

 

Sarah Shields is a Deputy Attorney General in the Administrative and Regulatory Enforcement division. Prior to joining the Office of the Indiana Attorney General, Sarah was an associate at an Indianapolis law firm, where her practice focused on insurance defense litigation and appellate representation.

 

Sarah received her law degree from the Indiana University Robert H. McKinney School of Law with a concentration in Advocacy Skills. As a law student, she gained valuable experience working in the law school’s Appellate Clinic, and as a judicial extern to Justice Steven David in the Indiana Supreme Court, and Judge Timothy Oakes and Judge Heather Welch in Marion Superior Court. Additionally, Sarah served as the Chief Justice of the Robert H. Staton Intramural Moot Court Competition and the Executive Technology Editor of the Indiana Law Review.

 

Sarah is admitted to practice in Indiana state and federal courts, and the Seventh Circuit Court of Appeals. She is an active member of several legal and professional organizations in Indianapolis.

Shoptaw, Benjamin

Deputy Attorney General

Criminal Appeals

 

Benjamin J. Shoptaw is a Deputy Attorney General in the Criminal Appeals Section. He started at the Office of the Attorney General in 2017 as a law clerk in the Litigation Division and later continued to clerk in the Correctional Law Section. After passing the bar exam in 2018, he returned as a member of the IDAG program where he worked in every division of the office before being assigned to Criminal Appeals. Ben is originally from East Central Indiana. He graduated from Indiana University with degrees in History and Political Science. He earned his law degree from the Indiana University Maurer School of Law. During law school, he won the Sherman Minton Moot Court competition and served on the Sherman Minton Moot court board. Additionally, Ben was selected as a member of the Order of Barristers and was runner-up overall, and won best brief honors, at the Indiana State Bar Association moot court competition. He also externed with the Madison County Prosecutor’s Office. He currently serves as the Chancellor for the Indiana Society of the War of 1812 and as the Extradition Officer for the Attorney General’s Office.

Shumaker, Heather

Deputy Attorney General

Data Privacy & ID Theft

 

Heather Shumaker joined the Office of Indiana Attorney General in 2019 as a Deputy Attorney General in the Consumer Protection Division for the Data Privacy and Identity Theft Unit.  Prior to joining the office, she worked in general litigation for 10 years representing both Plaintiffs and Defendants and serving as a Public Defender.  Through her work as a litigator, she has a wealth of experience representing clients in Indiana trial courts, Federal District Courts across the country, the Indiana Court of Appeals and the Indiana Supreme Court. 

Heather earned her J.D. from the Robert H. McKinney School of Law and her B.A. in Political Science from IUPUI. She has twice completed the Indiana Public Defender Council’s Trial Practice Institute and is a graduate of the United Way Emerging Leaders program.  In addition to practicing law, she is an adjunct with the IUPUI Paralegal Studies program and rotates through teaching Family Law, Litigation, and Legal Research and Writing. 

Outside of work, she is usually driving her daughter to and from ballet while listening to true crime podcasts or traveling with her daughter and husband to visit their son in New York City.  She also serves as a Board Member to the International Marketplace Coalition.

Simnick, Jeffrey

Senior Deputy Attorney General

Real Estate Litigation 

 

Jeffrey L. Simnick joined the Office of the Attorney General in June 1982 as a Deputy Attorney General in the Departments Section. He transferred to the Condemnation Section as a Senior Trial Deputy in October 1984 where he represented the Department of Transportation and the Department of Natural Resources in real estate, construction, and eminent domain matters. Mr. Simnick is active in all phases of litigation, including first chair jury trials, mediations, and appellate proceedings in State and Federal Courts.

 

In March 2011, Mr. Simnick moved to the Real Estate Litigation Section where he represents the Indiana Department of Transportation and Department of Natural Resources in the litigation and mediation of real estate and eminent domain matters.

 

Between 1998 and 2000, Mr. Simnick was the Section Chief of the Acquisition Assistance Section of the Division of Land Acquisition for the Indiana Department of Transportation where he was responsible for the management of staff, construction project schedules, sale and lease of excess property, and relocation of commercial and residential property. He was also the mediation representative for INDOT to resolve condemnation cases up to $1.5 million.

 

In February 2000, Mr. Simnick became an Assistant Corporation Counsel for the City of Indianapolis and represented the Departments of Public Works, Metropolitan Development, and Parks and Recreation in eminent domain, environmental, construction, litigation, and mediation on behalf of the City of Indianapolis.

 

Mr. Simnick was in private practice as a Senior Associate with Easter and Cavosie from 2004 to 2009 and as Senior Counsel in the Government Services Group with Drewy Simmons Vornehm, LLP, from 2009 to 2011. Both law firms are located in Indianapolis, Indiana. He represented public and private clients in eminent domain, construction, real estate, litigation, environmental, zoning, collections, contracts, utility, mediation, and related matters.

 

Mr. Simnick graduated from the National Institute of Trial Advocacy in 1985 and the Certified Mediation Training in 1994. Mr. Simnick is an ICLEF Civil Mediation Trainer and became a Registered Mediator in the State of Indiana in 2009. He has been on the Faculty for Eminent Domain Seminars in 2005 and 2008 and has authored and presented Condemnation in the City-Eminent Domain for the City of Indianapolis-Department of Public Works for the ICLEF Seminar on Eminent Domain and The Basics to Beginning a Public Works Project: Land Acquisition for the 2008 Municipal Lawyers Association Municipal Law XXV Seminar.

Mr. Simnick graduated from the Indiana University School of Law in Bloomington in 1981 and the University of Notre Dame in 1978. Mr. Simnick was admitted to the Indiana Bar and the Supreme Court of Indiana in 1982. He was admitted to the United States District Court, Northern District of Indiana in 1997 and the United States District Court, Southern District of Indiana in 1982.

Smith, Abigail

Medicaid Fraud Control Unit

 

Abigail Smith is a Deputy Attorney General with the Medicaid Fraud Control Unit in the Licensing Enforcement division. Prior to holding this position, she clerked in the Correctional Litigation section and participated in the Intensive Deputy Attorney General development program. She holds a bachelor’s degree in business finance and international studies from the Indiana University Kelley School of Business.

 

She graduated from the Indiana University Robert H. McKinney School of Law in May 2019. During her time in law school, she interned with Dobbs Legal Group, Miami County Prosecutor’s Office, and Tamm Capital Group.

 

Abigail is admitted to practice law in Indiana, and in the United States District Courts in the Northern and Southern Districts of Indiana.

Snodgrass, Mark 

Deputy Attorney General

Consumer Litigation

 

Mark Snodgrass has been a Deputy Attorney General with the OAG since 2010. Mark has investigated and litigated hundreds of consumer protection matters involving a variety of subject matters, including motor vehicle sales, home improvement transactions, and senior consumer protection issues. Mark’s primary area of practice currently centers on consumer issues within the motor vehicle industry.  Such practice consists of investigations and prosecutions of Indiana motor vehicle dealers in state court for issues such as deceptive advertising, failure to deliver titles, odometer fraud and excessive document fees, as well as actions as part of coalitions of Attorneys General from other states against motor vehicle manufacturers such as General Motors, VW, and Fiat Chrysler for various deceptive practices.

 

Mark is a graduate of the University of Wisconsin-Parkside and Indiana University McKinney School of Law.

Staton, Courtney

Deputy Attorney General

Criminal Appeals

 

Courtney Staton has been a Deputy Attorney General in the Criminal Appeals division since March 2019. She earned her juris doctorate from Ohio Northern University in 2015, where she was the Chief Justice of the Moot Court Program, an associate editor of the Ohio Northern University Law Review, and a member of the Order of Barristers. Courtney graduated from law school magna cum laude, in the top 10% of her class, and was admitted into the Willis Society. After law school, Courtney worked as a major felony trial deputy prosecuting attorney for Madison County, Indiana. 

 

Steele, Brian

Deputy Attorney General

Asset Recovery & Bankruptcy

 

Brian Steele is a Deputy Attorney General in the Asset Recovery & Bankruptcy Litigation Section.  He is responsible for representing the State of Indiana in legal matters involving the loss of money or property owned or owed to the State.

 

Brian joined the Office of the Indiana Attorney General amid the Covid-19 pandemic at the end of June 2020.  Prior to joining the Office, Brian spent the last 25 years in private practice in civil litigation and creditor’s rights.  He is a 1991 graduate from Purdue University and received his law degree from California Western School of Law.

                                                                                                        

Brian and his wife, Julie, are residents of Carmel.  They enjoy traveling, biking the Monon, walking their dog, Oliver, at Central Park, and spending time with their new grandson, Chase.

Stein, Jodi

Jodi Stein is a native of Michigan and graduated in 1988 from Michigan State University with a Bachelor of Science degree in Psychology.  She moved to Indianapolis in 1989 and graduated from the Indiana University School of Law, Indianapolis, in 1992, becoming a member of the Indiana bar that October.  Stein joined the Office of the Indiana Attorney General in 1993 as a Deputy Attorney General in Criminal Appeals, where she worked until 1997.  Stein left the office for civil practice in both Indianapolis and Greenfield before returning to State employment in 2000 with the Indiana Family and Social Services Administration.  Returning to the OAG in 2001, Stein has served in both the Criminal Appeals and Advisory Divisions.  

 

Steuerwald, Erika

Medical Licensing

 

Erika Steuerwald is a Deputy Attorney General in the Medical Licensing Section. Prior to joining the Office of the Indiana Attorney General, Erika was a Staff Attorney at the Indiana State Department of Health, where her practice focused on administrative litigation and regulatory enforcement involving home health care agencies, health care facilities, and environmental matters.

 

Erika received her law degree from Indiana University Robert H. McKinney School of Law with a certificate in Health Law. As a law student, she gained valuable experience working as a judicial extern to Magistrate Judge Mark Dinsmore of the Southern District Court of Indiana. Additionally, Erika served as Senior Legislative Assistant and Intern Director for the Indiana House of Representatives and as Deputy Legislative Director for the Indiana Family and Social Services Administration.

 

Erika graduated from Indiana University Bloomington with a Bachelor of Arts, where she was a Cox Scholar and a Director of the Indiana University Memorial Union Board.  Erika is active in the Indianapolis community, serving in executive leadership roles with the Junior League of Indianapolis and the Indianapolis Bar Association’s Women in the Law Division. Erika is also a 2019-2020 graduate of the Richard G. Lugar Excellence in Public Service Series.

Stidd, Natalie

Medicaid Fraud Control Unit

 

Natalie Stidd began as a Deputy Attorney General with the Medicaid Fraud Control Unit in the Licensing Enforcement division in March 2020.  From October 2008 to June 2019, Natalie was a Deputy Attorney General, first with the Licensing Enforcement & Homeowner Protection Unit, where she had been a law clerk, then serving in the Medical Licensing Section.  Natalie briefly served as a Senior Staff Attorney with the Indiana Department of Correction prior to returning to the Office.  Natalie is a 2008 graduate of IU McKinney School of Law and is licensed to practice in Indiana and the U.S. District Courts of the Northern and Southern Districts of Indiana. Prior to law school, Natalie graduated from Ball State University in 2004.

Stover, Jordan

Deputy Attorney General

Government Litigation

 

As a Deputy Attorney General in the Correctional Law Litigation unit, Jordan Stover helps defend state agencies and employees from suits filed by offenders who are, or have been, incarcerated in Indiana. These suits range from offenders who wish to have their sex offender registration requirements removed to offenders who allege civil rights violations while in prison.

 

Previously, Jordan worked with the Marion County Prosecutor’s Office prosecuting high-level drug dealers and firearm offenders, frequently handling complex cases involving wiretaps, interstate drug trafficking, and violent offenders. He trained and consulted with all levels of law enforcement statewide, including the Indianapolis Metropolitan Police Department, Indiana State Police, FBI, DEA, DHS, U.S. Marshal’s Office, and several local agencies. Jordan holds a bachelor’s degree from Ferris State University in Computer Networks and Systems and a law degree from the Indiana University McKinney School of Law. 

Stover, Parvonay

Government Affairs & Legislative Policy

 

Parvonay Stover is the Government Affairs Director for the Office of the Indiana Attorney General. With over a decade of experience in and around the Statehouse, Parvonay loves the challenge of working with legislators and stakeholders on wide-ranging public policy issues. Whether she’s tackling criminal code reform, human trafficking, consumer protection, or substance abuse, she works tirelessly to advance her office’s policy goals and ultimately pass legislation that improves the lives of Hoosiers.

 

Previously, Parvonay served as the Legislative Director for the Indiana Department of Child Services, where she successfully advocated for a $200 million biennial budget increase in the 2017 budget session, and in 2016, she fought to add human trafficking to Indiana’s child welfare statutes to ensure the state could intervene in cases of child sex and labor trafficking. Parvonay has also served as a budget analyst with the State Budget Agency and a legislative assistant for the Indiana House of Representatives.

 

Parvonay holds a bachelor’s degree in political science from Ball State University and a master’s degree in public affairs and policy analysis from Indiana University School of Public and Environmental Affairs. She is a member of the Junior League of Indianapolis and lives in a 100-year-old home in Butler Tarkington with her husband, two mischievous bull terriers, and a well-fed cat.

Strachan, Patricia Huber

Senior Deputy Attorney General

Administrative & Regulatory Enforcement Litigation

 

Patricia Huber Strachan was admitted to the practice of law in Indiana on January 23, 1987.  She began her tenure in the Office of the Attorney General in January 1999 as a Deputy Attorney General in the Administrative and Regulatory Litigation Section, later transitioning to the combined Government Litigation Section.  She currently serves as Senior Deputy Attorney General in the Administrative and Regulatory Litigation Section of the Litigation Division.

 

Her primary duties in that role include representing the State of Indiana in mental health commitment proceedings, as well as other general administrative and regulatory litigation matters.  As Senior Deputy Attorney General, she serves as a mentor and supervising attorney assisting and overseeing new Deputies.  Prior to her employment with the Office of the Indiana Attorney General, from 1991 through 1999, Pat Strachan was a Commissioner in Marion County Superior Court, Probate Division, presiding over contested and uncontested probate matters.  She was also engaged in the general private practice of law from 1987 through 1999.

Sullivan, Erica

Deputy Attorney General

Consumer Litigation

 

Erica was born and raised in Indianapolis, Indiana.  She attended Indiana University Maurer School of Law.  She began her legal career as Deputy Attorney General, litigating on behalf of State employees, officials, and agencies. She has worked in private practice, two State agencies, and completed a clerkship with the Indiana Court of Appeals. She returned to the office in 2019 as Deputy Attorney General in Consumer Litigation.

Sumcad, Samantha

Samantha joined the Office of the Indiana Attorney General in December of 2018. Prior to joining the office, Samantha was a deputy prosecutor in Marion County where she worked in the juvenile, Level 6 Felony/misdemeanor, and DUI divisions. Prior to that, she was in-house counsel to a corporation. She is a graduate of IU McKinney Law and IUPUI from where she received bachelor degrees with honors in both psychology from Purdue and philosophy from IU.

Swetnam, Douglas

Section Chief 

Data Privacy & ID Theft

 

Doug Swetnam currently leads the Data Privacy & Identity Theft Unit which includes information privacy, data security, data breaches and telephone privacy, including Do Not Call and Robo-call enforcement.  The Identity Theft Unit provides assistance to victims of identity theft, and cooperates with federal, state and local law enforcement agencies in the investigation and prosecution of identity theft, fraud and related crimes.  Doug also supervises the safeguarding of Abandoned Records, and leads the office’s enforcement of the Health Insurance Portability and Protection Act (HIPAA).  He currently serves as acting co-chair of the Indiana Executive Cybersecurity Council Legal and Insurance working group. At the beginning of his career, Mr. Swetnam spent seven years with a private firm as a litigator. During that time, he served on the City of Indianapolis Regulatory Study Commission under Mayor Stephen Goldsmith and was a fellow of the Indiana Policy Review Foundation during the time Vice-President Mike Pence served as its President, earning the Foundation’s inaugural Golden Pen Award.  He was also invited to participate in a Liberty Fund Conference. In the late 1990s, he was recruited as an IT executive for a Fortune 200 Company, leading global web technologies, including the integration of web technologies into the global IT architecture standards, and the transformation of Shared Services, Corporate Marketing, Public Relations, Investor Relations and Government Relations through the integration of internet and web technologies. He subsequently worked for two additional Fortune 500 companies in similar roles. He was a frequent presenter for Washington, D.C.-based Political Affairs Group on communications, technology and e-Business.  He received the Certified Information Privacy Professional credential from the International Association of Privacy Professionals.  He has been a featured presenter for the American Health Lawyers Association, a moderator for the Midwest Cybersecurity Conference, and participates in the AG Tech Forum at the Berkman Klein Center for Internet & Society at Harvard.  He graduated from Wabash College, where he was a Goodrich Scholar, received the Theodore H. Gronert Award in American History and was the first recipient of the James E. Bingham Award for students entering the field of law.  He graduated from Indiana University School of Law, where he received the Dean’s Scholarship, and was a member of the Moot Court Society, Order of Barristers and a member of the ABA Moot Court competition team.  Doug and his wife, Annette, have been long-time participants and supporters of Cure SMA, the Make-A-Wish Foundation, and Give Kids the World in memory of their daughters Betsy and Katie, who suffered from the disease.  They reside in Fishers.

Swinney, Josiah

Josiah Swinney grew up in the Indianapolis area and graduated from Indiana University (Bloomington) with an English degree. He earned a law degree from Robert H. McKinney School of Law, where he graduated with honors. He joined the OAG as a law clerk for Solicitor General Tom Fisher in 2017. He was a member of the first I-DAG class. He is now a Deputy Attorney General in Criminal Appeals. Josiah volunteers for Camp to Belong Indiana Inc., a charity reuniting separated siblings in the foster system for a week of excitement.

Szyper, Caryn

Caryn N. Szyper joined the Criminal Appeals Section in June 2016 after serving as a DAG in the Civil Litigation Section for 3 years. Prior to joining the OAG, Caryn was a Presidential Management Fellow with the United States Government where she served in details as a Special Assistant U.S. Attorney in Louisville, Kentucky, and as a Special Assistant to the Director of the Department of Homeland Security’s Center for Faith-Based and Neighborhood Partnerships. She also worked as an associate at Clark, Quinn, Moses, Scott & Grahn, LLP in Indianapolis. Caryn is a magna cum laude graduate of both the University of Kentucky School of Law and the University of Indianapolis. While at UK, she was an editor on the Kentucky Law Journal and a member of the moot court board.

Talbot, Monika Prekopa

Monika Prekopa Talbot is a Deputy Attorney General and has been an employee of the OAG since February 2000. A native of Budapest, Hungary, Monika completed her high school and college education there, majoring in English and French language and literature. After moving to the United States, Monika completed a Master's Degree in English Language and Literature at Rutgers University in New Jersey, and subsequently moved to Los Angeles, California, where she taught English as second language to students from all over the world. Monika then moved to Indiana, where she attended law school, and after practicing mostly in civil areas at two different Indianapolis law firms, she began working in the appellate division of the OAG. Monika spent the first nineteen years of her career with the OAG as a DAG in the criminal appeals section, where she was a supervisor from the spring of 2004 through the spring of 2019. In 2019, she moved to the civil appeals section.

Caroline Templeton is a graduate of Hanover College in southern Indiana and returned to her hometown of Indianapolis for law school at Indiana University Robert H. McKinney. After graduating from law school, Ms. Templeton served as local office counsel for the Indiana Department of Child Services in Wayne County until joining the Attorney General’s Office. Ms. Templeton has served as Deputy Attorney General in the Criminal Appeals Section Since October 2017. Ms. Templeton is additionally a member of the section’s Practice Resource Group, which supports the professional development of the deputies in the appellate section.

Terrell, Amanda

Deputy Attorney General

Administrative & Regulatory Enforcement Litigation

 

Amanda joined the Office as a Deputy Attorney General in 2019 after completing multiple clerkships with the Indiana Supreme Court where she had the rare privilege of clerking for three justices—the Honorable Loretta H. Rush, Chief Justice of Indiana; the Honorable Geoffrey G. Slaughter; and the Honorable Christopher M. Goff.

 

Amanda worked as a paralegal in a small law firm during law school and attended evening classes. She graduated summa cum laude from Indiana University—Robert H. McKinney School of Law in May 2015. She served in the Dean’s Tutorial Society for three years in law school. 

 

Amanda holds a Bachelor of Arts (summa cum laude) and Master of Arts in History from Eastern Illinois University. As part of her coursework, Amanda studied abroad and extensively traveled the United Kingdom researching and writing on the decline of social class in post-modern Britain. She has published two articles in the journal Historia.

 

Outside of work and study, Amanda is an avid sports fan—especially baseball. She enjoys classic movies, jigsaw puzzles, and trivia. She is still working towards her college goal of reading the entire Charles Dickens library, she’s getting closer.     

Tesnar, Shana

Deputy Attorney General

Asset Recovery & Bankruptcy Litigation

 

Shana D. Tesnar obtained her undergraduate degree from Indiana University, Bloomington, with a double major in English and political science. She received her law degree from the John Marshall Law School in Chicago, Illinois.

 

In 2007, Ms. Tesnar was admitted to practice law in Indiana and began her legal career at a boutique general practice firm formally known as Adler Tesnar & Whalin.  In 2014, Ms. Tesnar was selected to the Indiana Rising Stars list, and her firm was voted the 2017 Reader’s Choice Winner for Favorite Attorney by The Times, a Hamilton County, Indiana publication. She was also an adjunct professor of business law for Indiana Wesleyan University from 2016 to 2018.    

 

In 2019, Ms. Tesnar joined the litigation department as a deputy attorney general in the asset recovery and bankruptcy section of the Office of the Indiana Attorney General.  She comes to the Office of the Indiana Attorney General with more than a decade of experience in civil litigation.

 

Ms. Tesnar is proud to regularly volunteer at the self-sufficiency resource event at Prevail, which is a non-profit organization advocating for victims of crime and abuse. She currently serves on the board at her church and spends her free time with her husband and children and coaching youth sports.

 

Ms. Tesnar is excited to join the team at the Office of the Indiana Attorney General and to serve this great state of Indiana.  

 

Torres, Lori A.

Chief Deputy & Chief of Staff

 

Lori Torres is a veteran public servant, having served as the State’s Inspector General, Indiana Commissioner of Labor under Governor Mitch Daniels and as the former General Counsel and Deputy Commissioner for the Indiana Department of Transportation (INDOT).

She has practiced law for more than thirty years, including in private practice at Smart, Kessler & Torres in Johnson County for fifteen years and more recently at Ice Miller in Indianapolis.

Ms. Torres graduated Phi Beta Kappa from Indiana University Bloomington and received her law degree cum laude from the Indiana University Robert H. McKinney School of Law. She lives with her family in Johnson County.

Margo grew up in Indianapolis, IN and attended the University of New Mexico for undergrad, where she graduated a scholar athlete and a Mountain West Champion in Track & Field. GO LOBOS! She attended the Indiana University Robert H. McKinney School of Law and graduated with a certificate in environmental, energy, and natural resources law. Prior to joining the office, she practiced environmental law & advocacy in the nonprofit sector. Margo has experience in administrative, environmental, agricultural, and tribal law as well as public advocacy and lobbying training. In her spare time, Margo enjoys singing too loudly in her office, showing people photos of her dachshund puppy Macha, and salsa dancing with her performance team.

Voight, Cory

Cory C. Voight was admitted to the Indiana Bar in 2001.  He is also licensed to practice in Indiana, Kentucky, and the U.S. District Courts for the Northern and Southern Districts of Indiana.  He graduated from Indiana University in 1997 and Indiana University McKinney School of Law in 2001.  Cory began his legal career as a deputy prosecutor in Marion County.  He joined the Attorney General's Office in 2006 and practiced in the Litigation Division with a focus on defense of agencies, officials, and employees in Section 1983, employment, and tort related matters.  In 2012, Cory left the office to enter private practice with Coots Henke and Wheeler PC in Carmel, Indiana.  There he continued his representation of governmental entities, officials and employees, albeit at county and municipal levels.  During that time, Cory also represented employers and individuals in a variety of non-governmental matters.   Recently, Cory served as a member of the U.S. District Court, Southern District of Indiana Local Rules Committee.  He has presented at CLEs and to local governmental entities on topics related to civil rights, law enforcement, and the employer/employee relationship.  Cory is originally from Evansville, Indiana.  He currently resides in Noblesville, Indiana with his wife, Shannon, their two sons, William and Jacob, and most recent addition, daughter Caroline.

Voigt, Vanessa

Vanessa originally joined the office in January of 2011 as a DAG in Civil Litigation. She worked in Civil Litigation until October of 2017 when she transferred to the Consumer Protection Division. Prior to that she worked as a Marion County Prosecutor, Public Defender in Indianapolis, and represented various financial institutions at the firm of McCarthy & Holthus, LLP, in San Diego California.  Vanessa attended Indiana University School of Law in Indianapolis, Indiana from 2003-2006.  During law school she served as a certified legal intern at the Marion County Prosecutor’s Office in the Major Felony Division and clerked for Parr, Richey, Obremskey & Morton dealing in complex civil litigation.  During her time at IU, Vanessa was a scholarship recipient and member of the National Moot Court Team.  She was a semi-finalist in the 14th annual National Health Law Moot Court Competition held at Southern Illinois University Carbondale in 2005, and won a coveted scholarship during that competition for being selected as best oral advocate. Similarly, Vanessa was a finalist and won best oral advocate in the Kime Stork Intramural Moot Court Competition that same year.  She graduated with distinction from San Diego State University in 2002 and was awarded a Bachelor of Science in Criminal Justice.  While attending SDSU, Vanessa worked at the San Diego Police Department as an intern, the San Diego Public Defender’s Agency as a victim advocate, and at Seaworld as a community educator.  Vanessa is a native of Indianapolis and spends nearly all of her time away from the office with her two boys – Grayson and Elias. She is an avid supporter and frequent volunteer the children’s bureau, various child welfare organizations, and outreach programs.  Vanessa is admitted to the Indiana State Bar and both the Southern and Northern Federal Districts for Indiana.

Walls, John

John D. Walls has more than 20 years of experience in Human Resources and law including operating his own law firm in Carmel for 7 years. In addition, he has served Director of Human Resources and Counsel for ITT Educational Services and Senior Director of Organizational Development and General Counsel for USIC, LLC, both in Carmel, IN.

 

He holds a Bachelor’s Degree in Political Science and English Literature from Indiana University and a Juris Doctorate from Ohio Northern University’s Claude W. Pettit College of Law. He is a Six Sigma Greenbelt and a member of the Indiana State Bar Association.

 

In his spare time he can be seen in local theater productions. Guys & Dolls, Fiddler on the Roof and A Christmas story are among his credits. He serves on the Alumni Council for the Indiana University Singing Hoosiers.

 

Ward, Michael R.

Mike Ward joined the Office of Attorney General in 1986 and was quickly promoted to Director of Special Investigations where he served until his retirement in May of 2019, only to return in this role in January 2021.

Mike graduated from Ball State University with a Bachelor’s Degree in Criminal Justice and Criminology and received a Master’s certificate in Public Administration from IUPUI.  Mike is a graduate of the Indiana Law Enforcement Academy’s Specialized Investigator Training Academy and is an adjunct instructor for the Law Enforcement Academy instructing in Firearms, Moving and Stationary Surveillance, Sources of Information and Interviewing & Interrogation.

Mike has served under eight Attorney’s General and has investigated and supervised thousands of sensitive civil, criminal and internal investigations and has been involved in multiple joint investigations with agencies such as the Indiana State Police, Indiana Excise Police, Indiana Department of Revenue, US Consumer Product Safety Commission, US Postal Service and the FBI.  He also oversees office Safety and Security and Access Control Systems.

Mike lives in Carmel, Indiana where he enjoys riding his bike and spending time with his three kids and five grandkids.  He also spends time volunteering and supporting Northview Christian Church, Wheeler Mission and Hamilton County Meals on Wheels.

Watson, Zachary

Asset Recovery & Bankruptcy Litigation

 

Zachary E. Watson has been with the Office of the Indiana Attorney General since November of 2013.  In his time with the office, he has worked in the Unclaimed Property Division, Civil Rights Litigation Division, and is currently a member of the Asset Recovery and Bankruptcy Litigation Division focusing exclusively on damages recovery for the Indiana Department of Transportation.

 

Prior to joining the Office of the Indiana Attorney General, Zachary worked as a staff attorney for Jacksonville Area Legal Aid in Jacksonville, Florida providing civil legal services for the poor and vulnerable in the community.

 

Zachary graduated from Florida Coastal School of Law, with a research, writing, and drafting certification.  He received his undergraduate degree from Indiana University Purdue University of Indianapolis.

Weaver, Tamara

Tamara is a native Hoosier, born and raised in Chesterton, Indiana. She obtained her B.A. in Political Science from Valparaiso University and earned her law degree from the Valparaiso University School of Law.  Tamara has been with the Office of the Indiana Attorney General since 2010 in a variety of capacities, including most recently, as a Deputy Attorney General in the Consumer Protection Division.  Tamara works on a variety of cases including charitable trusts and institutional funds, nonprofits, educational institutions, and other matters involving enforcement of the State’s consumer protection laws.

Tim Weber has been with the Office of the Indiana Attorney General since July of 2010. Prior to becoming a licensing attorney in 2013, he worked as a Case Analyst. Now, as a Deputy Attorney General, Tim Weber represents the State of Indiana in front of the Medical Licensing Board, Nursing Board, State Board of Dentistry, Board of Chiropractic Examiners, State Board of Health Facility Administrators, and the Board of Pharmacy.

Weiss, Natalie

Natalie Weiss has been a Deputy Attorney General in Civil Appeals since September 2018. She is a graduate of Muhlenberg College (B.A. in History), Marian University (M.A.T.) and Loyola University Chicago School of Law.  Natalie received a certificate in Family law and a certificate in Advocacy from Loyola University Chicago School of Law.  In law school, Natalie was a member of the Children’s Legal Rights Journal.  She competed in the Child Welfare and Adoption National Moot Court Competition and the National Moot Court Competition. Before joining the Office of the Attorney General, Natalie was as an associate attorney at a law firm in Noblesville, Indiana. From 2012-2014, Natalie served as a Teach for America corps member in Indianapolis.

Whitehead, James

James (J.T.) Whitehead began work with the Office of the Attorney General in 1998, and has been a state government attorney since.  J.T. earned bachelors of arts degrees from Wabash College in English and Philosophy with a minor in political science in 1987, his masters of arts in Philosophy from Purdue University in 1993, and his JD from Indiana University, Bloomington, in 1997.  During a brief interlude at the Department of Labor Whitehead helped draft Indiana’s amicus brief in Steele v. St. Vincent, and with the OAG Whitehead has worked on Kenner v. State, Brewington v. State, and a number of significant cases involving the Sex Offender Registration Act (SORA), including Jensen v. State, and the oral argument for Wallace v. State.  In his free time, Whitehead writes creatively; he is a six-time Pushcart Prize-nominated poet, a one-time Pushcart Prize-nominated short story author, winner of the Margaret Randall Prize, and was nominated for the National Book Award for his first full-length collection, “The Table of the Elements” (Broadkill River Press, 2015).  Whitehead lives in Indianapolis with his two sons, Daniel and Joseph.

Whitmire, Matthew

Medicaid Fraud Control Unit

 

Matthew Whitmire serves as the Director of the Indiana Medicaid Fraud Control Unit (MFCU).  Matthew coordinates the efforts of attorneys and investigators in civil, criminal, and licensing actions involving fraud by providers in the Medicaid program and the abuse and neglect of Medicaid patients in long term care facilities. The unit and his area of supervision are comprised of over sixty individuals.  The MFCU works with many state and federal agencies in combating fraud in the Medicaid program including the Family Social Services Agency, Health and Human Service – Office of the Inspector General, and the Drug Enforcement Agency.  

 

Prior to joining the Attorney General’s Office in 2011, Matthew worked for 3 sessions as a legislative assistant for the Indiana House of Representatives and as a Deputy Prosecuting Attorney in Marion County.  Matthew received a bachelor’s degree in 2000 from Wabash College and a Juris Doctorate from the University Of Dayton School of Law, graduating with honors, in 2005.

Yates, Robert

Medicaid Fraud Control Unit

 

Rob Yates is a Deputy Attorney General in the Medicaid Fraud Control Unit’s Civil Litigation Section. With over 3 years of experience in the area of healthcare law, Rob is excited to be back in the healthcare arena at MFCU after sharpening his litigation skills as a member of the OAG’s 2019–’20 Intensive DAG training program. In this role, Rob works on behalf of the Indiana Medicaid program to investigate fraudulent schemes and recover funds improperly obtained by healthcare providers.

 

Previously, Rob clerked for over a year in the OAG’s Medicaid Fraud Control Unit, where he tackled a broad range of healthcare issues from professional licensing enforcement actions to Medicaid false claims cases seeking to recover tens of million dollars on behalf of Indiana. Rob has also served low-income Children’s Healthcare of Atlanta patient-clients as a student intern with the HeLP Legal Services Clinic, advised state health agencies on opioid overdose prevention legal strategies with the Centers for Disease Control and Prevention’s Public Health Law Program, and interned with a small Atlanta law firm representing nursing home abuse and malpractice victims.

 

Rob earned his J.D. from the Georgia State University College of Law, where he also earned a Health Law Certificate from the Center for Health, Law & Society. He is a proud Hoosier alum, having been granted a bachelor’s degree in kinesiology from Indiana University’s School of Public Health. Rob spends his free time following Hoosier athletics, the Pacers, Colts, and Cubs, keeping up with developments in the healthcare industry, and staying active.

Yeoman, Joe

Joe Yeoman graduated summa cum laude from the University of Illinois College of Law in 2019. Before law school, he lived in Chicago, working at a tech startup. During law school, Joe clerked for the Data Privacy and ID Theft Unit. After law school, Joe was a deputy public defender with the Public Defender of Indiana. In July 2020, Joe returned to the Office of the Attorney General.                            

 

Joe grew up in Adel, Iowa. He currently lives in Fishers with his wife and two children (both of whom were born on different Black Fridays). They also have a rescue dachshund, Frank. As a hobby, Joe enjoys long-distance cycling. He has ridden RAGBRAI, TOMRV, North Shore Century, and RAIN.  

 

Youngs, Corinne

Corrine Youngs joined the Office of the Indiana Attorney General in July 2020, as Legislative Counsel in the Advisory Division. Prior to joining the Office, Corrine worked at the Bopp Law Firm PC, as an associate attorney practicing civil trial and appellate litigation in the areas of First Amendment, Campaign Finance, Election, and Constitutional Law. There, Corrine drafted briefs in state and federal courts, including the United States Supreme Court. She has argued in state and federal district courts, testified before committees at the Indiana Statehouse, and presented oral argument in the Seventh Circuit Court of Appeals. While at the Bopp Law Firm, Corrine also served as general counsel for Indiana Right to Life.

 

Corrine grew up in Fishers, Indiana and graduated in 2011 from Marian University Summa Cum Laude with degrees in Theology and Communication. Corrine earned her J.D. in 2015 from the Robert H. McKinney School of Law, where she served as President of the Federalist Society. In 2015, Corrine also obtained a Masters in Public Affairs, concentrating on policy analysis at the School of Public and Environmental Affairs at Indiana University Indianapolis. While in graduate school, she worked as a legislative assistant in the Indiana General Assembly for the Republican House Caucus.

 

Corrine resides in Danville, Indiana with her husband Graham, twin girls Vivian and Violet, and labradoodle pup Chloe. She serves as Chairman of the Hendricks County Young Republicans and cantors at Mary Queen of Peace Catholic Church. In Corrine’s spare time, she enjoys outdoor activities, CrossFit, as well as interior design and décor.
