Community Transition Program (CTP) Overview
Community Transition Program Defined
- IC 11-8-1-5.5
"Community Transition Program means the assignment by the court of a court-committed offender from the Department of Correction to a Community Corrections program, or in a county that does not have a Communty Corrections program, a program of supervision by the probation department for a period of time from the offender's CTP commencement date until the offender complete his/her fixed term of imprionment, less any applicable credit time"
Goals of the Community Transition Program
- Reduce demand for prison beds by reducing the length of stay for offenders who are deemed appropriate by their sentencing judges
- To develop cost effective community-based alternatives for offenders who are in the final 60-120 days of their current commitment to IDOC
- To maximize state resources by providing strategic programming, treatment, and life skills which contribute to successful reintegration and a low recidivism rate, so that offenders through the completion of programs that provide supervision strategies that lower recidivism, access to programs and treatment, and teach life skills for successful reintegration.
- To provide offenders with services and case management immediately following release to the community which can result in a reduction of risk during a critical period
- To develop efficient and effective methods of collecting information about offender participant in programming and achievements which will be shared with the sentencing court(s) in a timely manner

The CTP program was established in 1990 under the Indiana Code 11-12-10. Its purpose was to encourage counties to develop a coordinated local corrections and criminal justice system by providing effective alternatives to imprisonment at the state level through transitional services. The program went into effect in 2001.
To date, the CTP program is a partnership between the Indiana Department of Correction (IDOC) and local county courts to provide eligible offenders an opportunity to successfully reintegrate into their community prior to their scheduled release date from IDOC.

Eligibility Criteria
Eligibility is statute derived under IC 11-10-11.5. Anyone with a felony term of imprisonment to the Indiana Department of Correction (IDOC) with at least 30 days remaining to serve on their sentence is eligible except for the following:
- The IDOC term of imprisonment is less than two years, consecutively or concurrently
- Individuals with active warrants, detainers, or pending charges by an agency or court other than IDOC
- Those who did not meet the notification time requirements
- Those with indeterminate life sentences
- Those sentenced to life without parole
- Those sentenced to death
- Those who are safe keepers, pre-disposition, and misdemeanants
- Those who did not successfully complete CTP in their current commitment period and were returned to IDOC
CTP Commencement Date & Length of Program

The CTP Commencement date refers to the date that an offender is eligible to begin CTP. The length of the community transition is based on the most serious offense committed by the offender.
- Offenders convicted of an A or B felony (if offense was committed before July 1, 2014), or a Level 1, Level 2, Level 3, or Level 4 felonies (if the offense was committed on or after July 1, 2014) may serve up to 120 days prior to his/her EPRD on CTP if approved by court order through the sentencing court.
- Offenders convicted solely on an A or B felony (if offense was committed before July 1, 2014) or a Level 1, Level 2, Level 3, or Level 4 felony (if the offense was committed on or after July 1, 2014) under IC 35-48-4 and/or IC 16-42-19 may serve up to 180 days prior to his/her EPRD on CTP if approved by court order through the sentencing court.
- Offenders convicted of a C felony (if offense was committed before July 1, 2014) or a Level 5 felony (if offense was committed on or after July 1, 2014) may serve up to 90 days prior to his/her EPRD on the Community Transition Program if a court order of denial is not entered by the sentencing court.
- Offenders convicted solely on a C felony (if offense was committed before July 1, 2014) or Level 5 felony (if offense was committed on or after July 1, 2014) under IC 35-48-4 and/or IC 16-42-19 may serve up to 120 days prior to his/her EPRD on CTP if a court order of denial is not entered by the sentencing court.
- Offenders convicted of a D felony (if offense was committed before July 1, 2014) or a Level 6 felony (if offense was committed on or after July 1, 2014) may serve up to 60 days prior to his/her EPRD on CTP if a court order of denial is not entered by the sentencing court.
