Mobile Home Community Inspection and Licensing Program
Program Overview
Welcome to the home page for the Indiana State Department of Health (ISDH) Mobile Home Community Construction Approval and Facility Licensing Program. ISDH’s Environmental Public Health Division inspects and licenses mobile home communities and reviews and approves plans for construction or alteration of such communities. The Environmental Public Health Division seeks to insure safe facilities, proper water supply, and proper sewage disposal. Currently there are 1,112 mobile home communities in Indiana. Each of these facilities is inspected by one of 10 field staff. Licenses to operate a mobile home community are for a period of four years.

Frost-proof (or freeze free) hydrants with stop and waste valves which, when turned off, drain back and discharge through subsurface outlets are not approved for use in public facilities. This policy relates to water distribution systems serving properties and commercial facilities under the jurisdiction of the State Department of Health.
Installation of submetering equipment for individual units IC 8-1-2-36.5 and 170 IAC 4-5 Electric Submeters of Master Meter Accounts
The provisions of these rules [170 IAC 4-5] from the Indiana Utility Regulatory Commission are intended to establish a system to assure that the practices involving submetering are just and reasonable to the tenant and the owner and to establish the rights and responsibilities of the owner and tenant.
Landlord distributing water or sewage disposal service IC 8-1-2-1.2
Requirements for exemption from treatment as a public utility by the Indiana Utility Regulatory Commission; allowed charges; disclosure; complaints. A landlord that distributes water or sewage disposal service from a public utility or a municipally owned utility to one (1) or more units is not a public utility solely by reason of engaging in this activity if the landlord complies with the conditions cited in IC 8-1-1.2(b).

Natural Gas Service to Mobile Homes
Indiana State Department of Health Rule 410 IAC 6-6-10 requires all components of a gas supply to a mobile home be protected by proper location or other means of support. This section also requires gas service to be installed in a safe condition. Since specific requirements are not detailed in the rule, the purpose of this document is to provide guidance in determining if gas installations meet the objective of the rule.
Propane (Liquefied Petroleum) Service to Mobile Homes
Indiana State Department of Health Rule 410 IAC 6-6-10 requires all components of a gas supply to a mobile home be protected by proper location or other means of support. This section also requires gas service to be installed in a safe condition. Since specific requirements are not detailed in the rule, the purpose of this document is to provide guidance in determining if liquefied petroleum (LP) gas installations meet the objective of the rule. These LP Gas systems must meet requirements of The Code of Federal Regulations, Parts 191 and 192 of 49 CFR, Part 3285.904 of 24 CFR, and Indiana Fuel Gas Code 675 IAC 25-3.
