Administrative Law Judges
Our Administrative Law Judges are reimbursed $90/hour for their services. In addition, they are reimbursed for expenses incurred in the discharge of their duties. The reimbursement items of expense are limited to necessary postage and long distance telephone calls. Our Administrative Law Judges are reimbursed $ 0.36/mile for mileage.
J. Clare Deitchman, J.D., M.B.A.
Clare Deitchman was appointed as an Administrative Law Judge for the Indiana State Department of Health in December 2012 and commenced conducting informal hearings in January 2013. Clare has worked as a corporate counsel, as a civil litigator, and as a not-for-profit attorney representing the best interests of children in Marion County Superior and Circuit Court Cases for seven years. In January 2012, Clare opened her own solo general practice with a focus on family and business law. Clare has assisted the Marion County courts as a temporary or pro tem judge on an as needed basis during her career.

Brian K. Lowe, J.D.
Brian Lowe is a member of the private practice law firm Smart, Kessler & Lowe, LLC in Greenwood, Indiana. Brian joined the Indiana State Department of Health as an Administrative Law Judge in 2008. He has also served as an Administrative Law Judge for the Indiana Department of Education since 2010.

Scott Wallace, J.D.
Scott Wallace joined the Indiana State Department of Health as an Administrative Law Judge in 2011, which served as part of his solo law practice that he opened in 2007. Prior to that, Scott worked as a deputy prosecutor in Marion County, Indiana from 2005 to 2007. He worked as an Administrative Law Judge for the Family and Social Services Administration from 2009 to 2013.
